Vacancy for Responsible Financial Officer/Deputy, progressing to Clerk should the opportunity arise
Caister on Sea is a coastal community situated to the north of Great Yarmouth and is a large village with a large New Build programme scheduled over the next ten years. A hive of activity it is a well-serviced community and has a thriving social and recreational heartbeat.
The Council currently has 16 seats filled by enthusiastic and hard-working Councillors with a wide range of skills and experience, and they are seeking an RFO with the skills and experience to complement them and enhance their drive to deliver the best possible service to the community with a precept in excess of £130k and, with aspirations of achieving Competent/Quality Council status.
Initially as the RFO you will primarily be home based working, 12 hours per week averaged over the year, with an office in the village hall for storing records and working from as appropriate. A flexible approach to working hours and time management is required. A laptop is provided with reimbursement for home office and supplies provided. Salary will be on the NJC (local Government) pay scale at a point dependent on experience and qualifications within LC2, in line with the SLCC job evaluation guidelines. The Local Government Pension scheme will be available, if not already contracted in, all holiday and other entitlements and allowances are in line with the NALC model contract, and membership of the SLCC is supported. The Full Council meets monthly, the meetings are currently scheduled for the 1st Monday of the month at 7pm and take place in the Council Hall.
The ideal candidate will be an experienced RFO and will be self-motivated with excellent leadership, organisational, administration, and IT skills (inc MS 365/Office, website applications). If not FilCa/CilCa qualified, willing to undertake FilCa/CilCa qualification with support from the Council. Should the successful candidate be willing to progress to the role of Full Parish Clerk, FilCa/CilCa training will be necessary once the role becomes available or is announced. You will also be articulate in written and verbal communications and be able to work co-operatively with councilors and the public. As the Financial Data Controller, you will be conversant with GDPR and the FOI Act 2000. You will maintain all the Council’s Financial activities guiding Council’s resolutions whilst also being able to work without direction, prioritising work and using your initiative alongside the scheme of delegation.
You will be expected to perform statutory duties and exercise a high level of public body governance; You will build relationships across all levels of local government and within the community.
As RFO you will have experience in, and be able to demonstrate, sound financial management and budget setting looking to the short to mid-term. Duties include but are not limited to:
• Attending council Finance meetings, preparing budgets and monthly finance reports to Council.
• Maintaining the Councils standing contracts, accounts payable and receivable and Asset management.
• Helping to create Council Work tenders and manage the process reporting to Council.
• As the responsible Financial Officer, manage and report on the Parish Council’s finances, including monthly reconciliation, annual budget preparation and quarterly budget monitoring reports, payment of invoices and prepare the accounts for annual audit using the Councils chosen accounting system including Payroll, HMRC and VAT matters.
• Preparing end of year accounts liaising with both internal and external auditors.
• Supporting Allotment Management, including invoicing.
• Acting as the Data Protection Controller for the Parish Council.
• Liaising with Borough and County Councillors and financial officers.
• Monitoring changes to legislation and advising the Council.
• Continuous improvement and championing best practice.
PARISH CLERK
Caister Parish Council are looking for an enthusiastic and self-motivated person to fill the role of the Parish Clerk and take the Council forward, undertaking all necessary administrative tasks. Caister is a busy, holiday, tourist village with an active and involved Council. Work will be remote enabled with a balance of office and home-based. The role attracts a competitive salary and pension scheme. Main duties include: • Arranging, publicising and attending Council and Committee Meetings.
• Preparing agendas, documentation for meetings, and writing minutes.
• Implementing the Council’s decisions
• Day to day liaison with the Responsible Financial Officer
• Monitoring and advising on local planning applications and communicating decisions
• Attending to correspondence on a day-to-day basis, including liaising with District and Country Councils, local organisations and the public as required
• Managing and updating the Council website, Facebook page and notice board
• Managing Council assets and arranging maintenance where appropriate
• Ensuring current legislation and procedures are adhered to by informing and advising the Council and updating Council Policies and processes
• Attending training as required Local Government experience and holding the Certificate in Local Council Administration (CilCa) is desirable but not essential. Support and training will be offered to those candidates demonstrating transferable skills. ADMINISTRATIVE ASSISTANT
Caister Parish Council are looking for an enthusiastic Part time Admin Assistant to join their small team, working closely with the Parish Clerk for up to 12 hours per week, plus additional time for two evening meetings per month. Training and mentorship to support development can be provided.
Work will be remote enabled with a balance of office and home-based. The role attracts a commensurate pay scale and pension scheme.
Qualifications and Experience
