Policy Adviser – Budget Presentation and Project Management

Darlington, County Durham, United Kingdom HM Treasury Full time

Are you looking to join a fun and supportive team at the heart of HM Treasury, to help deliver the government’s key economic policy objectives? If so, we'd love to hear from you

The Budget and Finance Bill Team work with privates offices, special advisers, policy teams, HMRC, comms specialists and more to bring together a coherent package of tax, welfare and spending policy announcements and present these to the outside world in the most effective way. We operate in a fast paced and dynamic environment, where you will have the opportunity to be regularly exposed to issues prone to hit the newspaper headlines, which makes our work relatable and interesting.

About the role

This Policy Adviser role is in the Policy and Presentation branch of the team. We are responsible for the overall coordination, delivery and presentation of Budgets and Statements, including owning the overarching project plan, coordinating policy development and Ministerial decision making, and leading on key presentational product and processes.

Whilst your responsibilities will vary depending on the nature of the event, key accountabilities for this role include:

  1. Leading a cross-HMT process to identify and mitigate presentational risks associated with budget policy packages, by coordinating challenge panels with officials, comms experts and Special Advisers, and advising the Chancellor on key overarching and policy specific risks.
  2. Coordinating the development of a comprehensive briefing pack covering every policy announced at the Budget or Statement to ensure Ministers, officials and press officers from across government can explain the budget package confidently to stakeholders.
  3. Working with the comms team to collate and influence stakeholder handling plans in the run up to and directly after Budgets and Statements.
  4. Coordinating and authoring elements of the main budget document, which summarises all the policy announcements in a Budget or Statement and the government’s strategic narrative for the event.
  5. Account management of an allocated policy workstream (such as all measures in a budget relating to public services, or welfare and labour markets), including tracking policy development and ensuring timely input into budget products and processes.

Long hours can sometimes be required in the period immediately before a Budget or Statement, and you will need to be able to travel to London for short periods of time around a fiscal event. However, we are committed to helping staff maintain a good work-life balance and actively manage flexible working practices to balance hours over the course of the year.

About you

Our successful candidate will be skilled at planning, prioritising, and delivering a broad portfolio of work, both at pace and to a high quality. You'll be confident in building positive working relationships, as well as influencing and collaborating with colleagues for the best results. You'll have a good understanding of the bigger strategic picture, able to react and iterate workplans to changes in the wider context. If this sounds like you, get in touch
