**Job description**:
The Decarbonisation, Technology and Strategy (DTS) directorate sits at the heart of DfT, bringing together cross-cutting and strategic work between the modes to connect people and places while building a sustainable, growing transport sector for the future.
The Second Permanent Secretary plays a pivotal role in leading the group in the absence of a Director General and supports the Secretary of State, across Whitehall and with industry to deliver on an ambitious agenda and embed lasting change. This is an exciting opportunity to join the DTS group office to support the Second Permanent Secretary in all corporate functions of the group, enabling them and the group to operate at maximum effectiveness in a very busy and demanding department.
This post offers the unique opportunity to work with senior civil servants and stakeholders and rapidly gain experience of a wide range of operational and departmental issues.
There are a range of programmes and projects running across DTS, and the PMO support will act to bring this work together into a single place and report it to the Second Permanent Secretary and her office. The PMO lead will; create and implement a set of portfolio management principles across DTS, coordinate updates on DTS’ projects and programmes, consolidate the management of risks and milestones, and how they are linked to DfT’s strategic aims and enablers, and advise the Second Permanent Secretary on all PMO work within the group, as well as any actions she should take.
This role would suit a self-starter, demonstrating initiative and resilience in supporting the Second Permanent Secretary in successfully overseeing a complex and diverse range of corporate functions.
**Responsibilities include but are not limited to**:
- Proactively driving forward the Second Permanent Secretary’s priorities, providing clear, accurate and timely advice on the Second Permanent Secretary’s decisions, opinions and requests.
- Leading on the design and maintenance of key management tools that support the effective and efficient running of the and Portfolio Management Office (PMO) within the DTS Office.
- Act as a point of contact for all PMOs working in DTS, as well as linking up to wider departmental programme and portfolio work to share knowledge and best practice.
- Demonstrating strong stakeholder relationship building skills through the role promoting consistent corporate functions across the Group and ensure priority outcomes for DTS are delivered to tight timescales and standards of quality.
- Designing and managing effective portfolio governance and reporting structures to increase transparency and visibility maintain a single source of truth across the whole Group, supporting high-level decision making while driving accountability.

**About you**:
We are looking for someone who has exceptional communication skills and can express themselves in a confident and concise manner with colleagues at all levels. You will represent the department both professionally and clearly, ensuring key messages are delivered to stakeholders in a timely fashion.
You can build rapport quickly with both internal and external stakeholders which enables you to build solid working relationships.
We are looking for someone who has corporate experience and excellent communication, organisation and interpersonal skills.
**Additional Information**:
A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.
Travel to the London office will be required as part of this role. This could occur between two and three times a month and travel costs will be covered by the department.
