**Summary**:
The Royal Fleet Auxiliary (RFA) is a world class, operationally focussed Maritime Support Force, delivering worldwide Logistic and Operational Support to Military Operations across the full spectrum of threat levels. The RFA is capable of contributing across the full range of diplomatic, humanitarian and military operations both unilaterally and as part of a larger Task Group. It comprises a unique mix of civilian and military personnel, combining commercial and military practices to deliver cost-effective support to the most complex of operations. RFA personnel are professionally qualified seafarers, trained and educated in line with international maritime standards.

The primary purpose of this role is to manage and assure the delivery of Suitably Qualified and Experienced Personnel (SQEP) to the front line and shoreside support organisations, overseeing all associated Human Resource activity on behalf of, and to, the RFA, in support of this outcome. In the interests of maximising coherence across the wholeforce, the primary role is responsible to Deputy Director Personnel Delivery under Director People & Training (P&T).

The secondary purpose is to ensure that correct and mandated levels of compliance are applied to all aspects of RFA HR and People Ops outputs in accordance with TLB, Departmental policy, seafaring statute and employment law. This secondary role has functional responsibility to Commodore RFA (COMRFA) under Director Force generation (FGEN).

In both respects, an integral aspect of this role is to support Navy Command’s intent to adopt a more coherent approach to workforce management, notably in terms of employee experience.

**Job description**:

- The RFA’s People Delivery Division delivers the Human Resource functions including the personnel component of Operational Capability. The Division is brigaded under Navy Command’s 2* Director (Rear Admiral) P&T but has some functional responsibility for its outputs to Commodore Royal Fleet Auxiliary (COMRFA) who reports to the 2* Director (Rear Admiral) of Force Generation. The RFA’s People Delivery Division’s functional outputs include career management, oversight of platform and unit schemes of complement, the management of individual training, casework, occupational health, and employee engagement through Maritime Trades Unions.**Responsibilities**:

- Oversight** **of** **the generation and provision of personnel capability to RFA ships and the shore footprint through direct operation of the RFA career management system (advancements & promotions) with RFA operational outputs, individual training and personal development cohering with Royal navy Head Career Manager (HD CM).
- Managing the RFA’s organisational structure (including branch structures / sustainability, shipboard organisation, Schemes of Complement) and supporting shoreside headquarters structures to implement the remaining aspects of transformation.
- To ensure casework is administered in accordance with extant policy with regard to misconduct, grievances Bullying & Harassment, Ill-Health, Fitness For Task, training warnings, Subject Access Requests, Disclosure & Barring Checks, Security Clearance renewals; provide the Deciding Officer role as required.
- Oversee the provision of personnel related Management Information (MI), pertinent RFA people reporting and Parliamentary Question responses within mandated timelines. Oversee new HR system development and support, training, and performance dashboard requirements.
- Provide data integrity assurance for RFA HR System (Magellan), and its replacement. Affording data protection in accordance with TLB, Departmental and Statutory obligations, Ensure the correct and mandated levels of governance are applied to all aspects of RFA HR and People Ops outputs in accordance with TLB and Departmental policy, reporting performance annually to the RN Audit Committee.
- Develop, implement and oversee people-based improvements to the employee experience, in particular, recruitment and retention, in support of Director P&T transformation and talent programme, the RFA People Vision and the RFA manpower Delivery Pinch-Points.

Act as the lead Point of Contact in bereavement, serious accident and acute illness cases for employees and families while separated through RFA employment. Form a constituent part of the RFA-led Mass Casualty team, (under development) in response to a serious incident.
