In line with University digital strategies and Library collection policies, you will be
responsible for the successful negotiation, management and purchase of library
serial and database subscriptions and licenses.

You will have a thorough understanding around the complexities of UK and
International licensing contracts and will have significant experience of negotiating
and setting up contracts with suppliers and publishers to ensure relevant access to
content and best value for money for the University. You may be required to
deputize for the Library Collections & System Manager in setting up and signing
contracts.

You will work as a senior member of the Library Collections and E Resources Team,
a group of highly motivated staff expert in their area and passionate about customer
support, to ensure seamless provision and access to high quality library content.

**Key Responsibilities**
**and Accountabilities**:

- Support, and when required deputise for, the Collections and Systems Manager

in library specific supplier contract negotiations which often involve complex
and evolving contracts to ensure the University receives best value for money.
- Successfully negotiate nationally for the provision of new and existing electronic

subscriptions, including liaising with content suppliers, Library and wider
University teams to establish Transnational Education contracts and licencing.
- Working with National Consortia procurement protocol and guidelines you will

liaise with colleagues and negotiate with suppliers and publishers to ensure
University adherence and best value for money.
- Support the acquisition and administration of subscription-based content by

liaising with wider University teams including: Student Journey Administration,
Procurement, Finance and Legal Services.
- Use the Alma Library Management System to ensure the operational

management and accuracy of serials and database holdings.
- Use the Alma Electronic Resource Management system to effectively manage

and maintain accurate subscriptions and licences records to streamline all
aspects of subscription ordering, renewing, cancelations and pre-payment
scheduling.
- Advise on contract and licence obligations concerning access and authentication

to resources. Ensure the University is legally compliant while supporting, where
appropriate, access from wider user communities.
- Work closely with the Electronic Resources Librarian to ensure the successful

transition from contract negotiation to quick and seamless access to digital
resources for library users and TNE partners to ensure best experience.
- Manage and administer JISC Licence Manager to purchase subscriptions and

ensure the Library Service adheres to University finance policies and
procedures.
- Working closely with Student Journey Administration you will advise and lead

on the processing and payment of invoices relating to subscriptions and
licences.
- Provide guidance and reports to Student Journey and Library Teams to support

resource and budget planning.
- Monitor operational and wider strategic activities to inform annual and longer
- term planning.
- Obtain and analyse usage statistics relating to existing and potential new

content.
- Advise library teams on usage, expenditure, annual subscription reviews and

demonstrate value for money.
- Contribute to and encourage a culture within the Service that supports

University Values which guide our activities, decisions and behaviours and
provide a shared understanding of what we value as an institution.
- Undertake any other tasks as designated by the Director of Student Journey.

**Qualifications and Professional Memberships**:

- Education to degree level (or equivalent).

**Knowledge and Experience**:

- Experience in library content supply including working with suppliers and

publishers, awareness of national framework agreements to deliver value for
money.
- Knowledge of academic library subscriptions including experience of

negotiating contracts and licences with suppliers to provide national and global
access.
- Knowledge and understanding of the legal and contractual obligations around

authentication and access to digital content.
- Excellent IT skills with a particular focus on effectively using technology to

accurately analysis, interpret and report upon large sets of detailed quantitative
data.
