**Job summary**:
- This is an exciting opportunity to join the Crown Office and Procurator Fiscal Service (COPFS), Scotland’s only prosecution service. We receive reports about crimes from the police and other reporting agencies and then decide what action to take, including whether to prosecute someone. We also look into deaths that need further explanation and investigate allegations of criminal conduct against police officers.**Job description**:
**General Responsibilities, Activities and Duties**
You will be required to support the Procurement Business Partners and the Business to secure the goods, services and works that they require whilst also delivering savings and value for money from proactive contract management and effective contract relets; while also ensuring compliance with all relevant legislation, guidance and control, with support from the Procurement Business Partner, you will have responsibility for contract management and procurements for COPFS.
COPFS are a large procurer of goods, services and works and utilise sources including frameworks, direct awards and individual contracts. The team has a focus on key commodity areas such as: banking services, electricity, taxi services, employee services, IT etc but also involves flexible working across wider commodity areas. You will be managed by the Procurement Business Partner and have potential line management responsibilities.
**Role Specific Responsibilities, Activities and Duties**
**Procurement and Contract Management**
- As a member of the Central Procurement Team (CPT) you will contribute to the implementation and delivery of the COPFS Procurement Strategy.
- Responsible for supporting the Procurement Business Partners with medium / high value, high risk, complex and business critical procurements.
- Ensuring adherence on end-to-end procurement processes
- Provide excellent stakeholder and supplier engagement, and collaboration with external partners, eg Scottish Courts and Tribunal Services (SCTS).
- As a first point of contact directing all enquiries appropriately.
- Support the effective functioning of the Contracts Database, provide reports and analysis on the Database and Finance systems to look at key benefits and avoid risk.
- Contribute to reports/briefings to facilitate decisions taken by senior stakeholders.
- Support the management of key suppliers/contracts across COPFS.
- With support, ensure effective compliance and delivery of contracts in line with appropriate policy and guidance
- Provide support for the delivery of COPFS business objectives and actively participate in and support the continuous improvement of the COPFS Procurement function, including processes, documentation and policy development.
- Support the development and implementation of sustainable procurement policies as part of the Public Service Reform Agenda and contribute to ensuring that Procurement plays a major role in delivering COPFS sustainability targets.
- Post holder may have direct line management and countersigning responsibilities.
- Post holder will be required to attend meetings with stakeholders and partners eg SCTS.

**Person specification**:
**Essential Criteria**
- Experience and understanding of the full end-to-end strategic procurement process, including tendering, supplier and contract management with clear knowledge of public procurement and EU procurement legislation.
- Knowledge and experience of using frameworks to establish contracts
- Strong interpersonal, influencing and stakeholder management skills with experience of building and maintaining relationships at all levels to influence and maximise collaboration across COPFS.
- Proven track record in the delivery of procurement projects and programmes.
**Desirable Criteria**
- An understanding of the challenges and complexities of procurement in the Scottish Public Sector.
**Conditions of Post**
- Chartered Institute of Procurement and Supply Level 4 (CIPS) is desirable. If you have not achieved CIPS Level 4, you will be required to become CIPS Level 4 qualified and the timescale for this will be agreed on an individual basis.
