To provide financial support for programmes that fall under the remit of the Team. Working under the supervision of the Senior Finance Officer you will provide support and assistance to the teams and contribute to the development and implementation of effectivefinancial management systems.

**Description**

The Key Responsibilities of the Finance Officer include but are not limited to:

- Undertake the monitoring of actual spend against budget for a range of different programmes within the flexible funding arrangement adhering to terms and conditions of funding, along with individual programme guidance.
- Accurately and regularly up-date the Senior Finance Officer and Team Manager on the financial position of the programme identifying and advising on the possible re-allocation of any under-spend.
- Prepare all claims for submissions, ensuring only eligible costs are claimed, a full audit trail is maintained, correct financial procedures are followed and specified deadlines are met to ensure the timely reimbursement of the grant.
- Monitor all financial activity including that of external agencies (third sector and other public sector) through effective regulation and auditing procedures to ensure eligibility and compliance, addressing areas of non compliance as appropriate.
- Support the Senior Finance Officer to develop the annual financial delivery plans for all flexible funded programmes and prepare these for submission.
- Oversee the ordering and processing of payments to all suppliers and service providers and undertaking authorisation of orders and invoices on the Financial Systems.
- Responsible for the administration and maintenance of the petty cash account, including issuing of cash, reconciling the account and ensuring relevant documentation is stored for audit purposes.
- Establish constructive relationships with both external partner agencies and internal service managers in order to undertake financial monitoring of commissioned services, ensuring financial systems meet the requirements.

**Profile**
- Education to degree level or AAT
- Financial competency and experience in developing budget management systems for audit/monitoring and control.
- Knowledge and experience of using computerised financial packages including Excel spreadsheets.
- Experience of working within a finance environment.
- Experience of working as part of a team.
- Ability to think and communicate clearly and effectively and maintain confidentiality.
- Highly numerate with attention to detail.
- Good organisational skills with the ability to handle complex tasks logically and efficiently.
- Ability to prioritise workload and meet strict deadlines.
- Excellent communication skills.
