**About this opportunity**
- Westmorland and Furness Council is a relatively new unitary council formed on 01 April 2023 with an ambition for sustainable and inclusive growth and a commitment to make Westmorland and Furness a great place to live, work and thrive. The Fleet Services Team undertakes an essential role to ensure a safe and legal operation of the Council's fleet and the workforce driving on behalf of the organisation. This assists in ensuring that the Council is able to fulfil its legal and moral obligations with respect to the provision of a wide range of statutory services. The Team is responsible for a mixed fleet of approximately 450 vehicles including waste and recycling, street scene, pool cars, gritters, tipper trucks, coaches, minibuses, library vans and fire appliances. The Team also maintains in excess of 1,000 items of plant including trailers, mowers and other power tools. The Team is also responsible for the provision of a fleet management service including the procurement of bulk fuel, fuel cards, the provision of vehicle telematics, administration of the pool cars scheme, vehicle insurance and taxing and support with procurement exercises. In addition, the Team fulfils a fleet compliance function to ensure that the Council's vehicles and drivers are compliant with the relevant legislation and guidance.
- Supervise all the workshop staff (including apprentices) and plan the daily workload to maximise vehicle utilisation and workshop space. Including the managing the out-of-hours rota for the workshop staff.
- To ensure the standards of work are carried out to the required Council, national and vehicle manufacturer’s vehicle maintenance standards.
- To maintain a quality audit process for work carried out by workshop staff to encompass random quality control checks on the fleet allocated to the relevant workshop.
- To advise the Business Partner Fleet Maintenance and workshop staff on technical criteria.
- To ensure good housekeeping and safety standards are maintained throughout the workplace. Maintain accurate administrative / maintenance records in accordance with fleet/ finance and health/safety/risk policies. Ensure information stored in the fleet management systems is accurate and processed in accordance with the fleet protocol.
- To ensure vehicle parts and stock held at workshops are booked out to vehicles in accordance with the Councils procedures. To order stock and equipment to maintain adequate stock levels within the limits set by the Business Partner Fleet Maintenance.
- To make recommendations, advise and evaluate on matters pertaining to the operation and maintenance of vehicles and work in partnership with the Area Service Manager in developing best practice and a quality workmanship regime.
- To be main audit signatory on vehicle safety inspection sheets and nominee signature for the Business Partner Fleet Maintenance within defined limits.
- To liaise with operations and emergency control with regard to fleet vehicle service and maintenance.
- To be accountable for monies, both cash and cheques paid to workshops for income generation work carried out.
- Along with the Business Partner Fleet Maintenance to be responsible for the security of the delegated workshop/s and a point of contact for the alarm systems fitted to the individual workshop(s). (Out of hours).
- To ensure all premises and equipment within his/her area of responsibility are maintained in a clean and safe condition, and that Health and Safety requirements are understood and implemented.
- To ensure compliance with the statutory regulations relating to the disposal of any waste.
- Manage, motivate and support the development of staff within the Team in order to secure efficient performance of duties, including the recruitment of staff, undertaking performance appraisals and development reviews (in line with Council procedures and timescales), identifying training needs and ensuring the continuous professional development of staff and the development of the Service.
