Do you enjoy solving problems? Are you passionate about using public procurement as a force for good? As a Commercial Policy lead, you can help build commercial agreements that deliver value for the nation._**_**Job Summary**
You will be at the forefront of raising the bar for CCS agreements, implementing a range of commercial policies including social value, sustainability and tackling modern slavery. You will work with stakeholders to provide advice and guidance that develops and strengthens CCS commercial offerings by promoting supply chain best practice.
**Directorate Overview**
Our goal is to facilitate effective leadership throughout CCS to help achieve better outcomes for our customers. We do this by:
- helping to implement our strategic objectives
- making sure government policy operates effectively
- coordinating and driving effective decision-making
- acting as the guardian of those decisions
We are made up of 4 teams:
- Strategy team: coordinates and communicates strategy
- Governance team: back office administration for executive and non executive governance boards
- CEO office team: supports the Chief Executive and manages the ministerial, Cabinet Office and the parliamentary engagement team
- Policy and legal team: ensures we deliver government commercial policy, remain compliant with procurement legislation and manages legal risks

**Job description**:
**Key Accountabilities**:
- leading and guiding team members, managing performance to ensure a high-performing team, and assisting staff development through regular feedback
- Working with internal and external stakeholders to understand and explain policy changes or issues which impact on ways of working
- Communicating and influencing stakeholders to identify and resolve risks and assisting resolution of complex issues
- Evaluating and using evidence to provide sound policy advice to others and help informed decision making
- Helping colleagues to design and develop commercial agreements and business cases, providing advice on achieving policy outcomes
- Consideration of the legal and regulatory framework in assisting colleagues to implement commercial policies and best practice
- Managing spend with external resources in line with managing public money and transparency rules
- Representing CCS at public events and occasionally travelling to other CCS offices as required
**Person specification**:
- Demonstrable experience in a similar level of accountability
- Demonstrable commercial, procurement or policy knowledge and experience, ideally in a public sector environment
- Demonstrable experience in handling stakeholders in a fast paced, target driven environment
- Demonstrable line management experience
- Good time management, prioritising and multi-tasking skills
**Desirable Criteria**:
- Demonstrable knowledge of the public procurement regulations and legislation
