**Job summary**:
Forestry and Land Scotland (FLS) is an executive agency of Scottish Government. We manage Scotland’s national forests and land on behalf of Scottish Ministers and serve as part of the Environment and Forestry directorate of Scottish Government. FLS is a fast-paced commercial business environment with a high proportion of its core activities being contracted out.

Procurement therefore plays a crucial role in supporting the sustainability and success of our business, infrastructure and operational activities.

Our procurement team is a national delivery and support function, structured into four Category Teams and a Policy Team, with staff located across Scotland and based in Edinburgh and Inverness. Members of this team work cross functionally with staff in other national support teams and with colleagues in our five Regions, located across Scotland.

**Job description**:
Reporting to one of our Category Managers, you will lead the delivery of end-to-end strategic tendering projects from our two year pipeline. These projects can range from procurement of Facilities Management services to procurement of geotechnical works. You will also support category strategy development work and participate in other supporting initiatives e.g. supplier development activities.

You will lead high value/risk regulated tendering projects for a wide range of goods, services and works. In each case you will manage and influence cross-functional groups to deliver timely end
- to-end tendering processes, ranging from market research & tender strategy development to contract drafting, ensuring all relevant legislation and policy is complied with.

As required, you will also undertake contract management work and other procurement initiatives that help us deliver and achieve our organisational Procurement Strategy aims and policies including representing FLS with suppliers and stakeholders, building professional commercial relationships and monitoring the achievement of commercial targets.

This post may have an element of staff management responsibility and will require a high degree of stakeholder management.

**Stakeholder Management and Communications**:
Lead in the establishment of User Intelligence Groups (UIG) for a portfolio of allocated pipeline projects, ensuring roles and responsibilities are clear and are appropriately discharged.

Manage and engage a range of stakeholders to develop and implement procurement strategies for high value/risk complex procurements, optimising value for money whilst ensuring key objectives and critical success factors are achieved. Be ready to challenge constructively and stand your ground when needed.

Lead and manage the preparation and recording of UIG and stakeholder meetings, workshops and other relevant communications related to allocated pipeline projects.

Represent the organisation at bidder days and supplier events, making presentation and leading Q&A sessions as required.

**End-to-End Tendering**:
Lead UIGs and stakeholders through all stages of the procurement process in order to deliver high value/high risk contracts, in a timely manner, in line with procurement policy, best practice and legislation.

This includes, from initial conception: undertaking market research and engagement; tender strategy development; tender pack development; tender management; evaluation; contract reporting & award; contract drafting; and contract handover.

Within the scope of the Category objectives, demonstrate creativity, innovation and commercial acumen in developing and discharging tender strategies, paying particular attention to corporate and procurement objectives and targets.

Make use of various portals, systems and media channels to carry out effective end-to-end tendering, such as Public Contracts Scotland (PCS), Public Contracts Scotland Tendering (PCS-T) and the Observatory (for data analysis and reporting).

Ensure communications, evaluations and approvals are carried out within systems as required.

**Contract Management**:
Ensure contracts within your portfolio are delivering to the required standards and provide value for money through cost savings and other benefits or opportunities.

Use formal systems for monitoring, managing and continuously improving supplier performance.

Ensure annual reporting of savings and statutory reporting of sustainable procurement delivered through the contract, such as community benefits and meeting climate reduction targets.
