**Job summary**:
This is a Fixed-term Appointment as a Deputy Head Portfolio and Governance in the Raising our Standards Team with the Conduct Equity and Justice Directorate. Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due to the length of the programme. This post will therefore begin on your appointment and end 2 years after that date. You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.
If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. If a Temporary Transfer cannot be agreed between all parties then a transfer on an FTA contract is possible, read the FTA and Change of Work Location in the UK policy for further information.
If you are transferring to MoD from another government department (OGD) you should join the MoD on an inward loan. At the end of the loan you will return to your home (OGD) department. The RoS team is recruiting a Deputy Head of Portfolio and Governance. This role is critical and will manage a team responsible for a minister chaired board, managing the RoS portfolio, including finances, reporting and governance supporting RoS. This is a great opportunity to lead a broad portfolio that is delivering real change for Defence. This is a high-profile programme of work, tackling emotive and difficult issues, personal resilience is key.
This position is advertised at 37 hours per week.
**Job description**:
Managing the RoS portfolio, the post holder will work across Defence to track progress against RoS’ ambitious objectives. They will lead a busy secretariat. They will be responsible for managing RoS’ budget which is approx £100 million over the next 2 year, ensuring value for public money and adherence to financial and commercial processes. The post holder will work across Defence to understand the plethora of work already underway and will champion RoS across to deliver the change required. The post holder will need to work closely with colleagues in Defence delivering Defence Reform. This post provides opportunities for innovation, collaboration, strategic thinking, influencing and leading change across a complex organisation.
The post holder will work in conjunction with other B1/ G6 leads who own distinct areas of the programme.
Detailed responsibilities include:
- Supporting Deputy Director, RoS in providing strategic leadership and direction to the team, ensuring alignment with the rest of Defence
- Oversee programmes supported by RoS
- Lead secretariat for Minister chaired board
- Develop reporting processes for RoS
- Monitor and evaluate the effectiveness of initiatives
- Foster a collaborative and inclusive working environment, encouraging cross-team communication and knowledge sharing
- Engage with senior leaders, external partners, and other stakeholders to ensure the successful delivery of inclusive culture initiatives and to promote the Raising Our Standards programme
- You will Line Manage a small team
- Briefing ministers and senior officials on progress
- Deputise for the Head of RoS (alongside other G6s) when required
- Drive continuous improvement within the teams, promoting best practices, innovation, and learning from industry standards
- Manage resources effectively, ensuring the teams are appropriately staffed and supported to deliver on their objectives
