EQUANS are recruiting for a Highway Bridge Inspector to be based in Grimsby. This is a permanent part-time role working 22 hours per week. On offer is a competitive salary, mileage allowance and benefits package.

General Overview:
The post holder will undertake general and special inspections on highway structures and support the Structures Engineer in the development of policies and programmes of work for highway structures. They will contribute to the delivery of the Council’s Highway Asset Management Policy and Strategy and fulfil the council’s responsibilities for the maintenance of highway structures, which are aligned to the delivery of local and national objectives.

Key Accountabilities:

- Delivery of General and Special Inspections and testing regimes to HA DMRB and the Inspection Manual for Highway Structures, in order to identify defects and early signs of structural failure, supporting life cycle planning. Score the extent and severity of defects to the national standard and identify suitable remedial works where necessary.
- Highway structures asset management, including all highway safety fence (VRS) installations, capturing any missing information and updating existing information on the highway authority’s asset management database
- Support the Structures Engineer to manage the procurement and delivery of maintenance works through internal workforce or through sub-contractors including supervision to ensure that works meet required standards and are delivered in accordance with company health and safety requirements.
- Assist with the development of processes and procedures to continually improve the service area in accordance with the principles in the relevant Code of Practice
- As instructed by the Structures Engineer, carry out initial inspection following bridge strikes.
- Be creative in adapting experience and knowledge to resolve highway asset management problems involving statutory bodies and services, and user groups, often with conflicting interests and aspirations. Innovation is required to deliver value for money.
- Ensure compliance with relevant Codes of Practice relating to highways maintenance activities e.g. Well Managed Highway Infrastructure.
- Contribute to the full range of related highway duties associated with the Highways and Transport service.
- Contributing ideas for the use of technological advances, and the delivery of service improvement and efficiencies.
- Coordination with others for boat inspections / traffic management as required.
- Working in (wellington boots/waders) or around water is required as part of this role.
- Undertake such other duties as may be reasonably expected at this level.

**Qualifications**:Who are we looking for?

Essential
- Have a minimum of an HNC/HND in civil engineering or a related discipline
- A minimum of 3 years’ experience of working on highway structures inspections within a local authority highway service or an engineering consultancy
- National Bridge Certification Scheme (BICS) Accredited or working towards
- Knowledge of CD450 (formally BD 63/07) The Inspection of Highway Structures
- Knowledge of the latest policies within the Bridge Inspection field.
- Good understanding of working in traffic management / Chapter 8 knowledge
- A good understanding of the principles of asset management
- Knowledge of CDM and other Health and Safety legislation
- Ability and confidence to work alone on site as and when required following the relevant lone working procedure.
- Ability to self - manage and programme inspections to follow the required inspection timetable
- Experience of working near or on water
- Good oral and written communication skills
- Full valid UK driving licence
- A reasonable fitness level for day-to-day duties.
- Effective communication skills with the ability to present complex information in a clear and concise way, both verbally and in writing.
- Experience and ability to effectively use IT including databases and Microsoft Word Excel Outlook and Teams
- Flexible to meet the needs of the service
- Adaptable to change and new ways of working
- Building and maintaining effective relationship with customers, partners, communities and citizens.

Desirable
- Civil Engineering or Structural Engineering degree qualified
