**About Us**:
**THE EXTRAORDINARY STORY OF 809 CONNECTED BUSINESSES**
Digital and Innovation in Westminster City Council is a world of extraordinary stories, where creative and enterprising people put local residents and businesses first.
Today, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre. Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.
Although still in a junior role, David took the initiative and successfully made the business case for £2.8 million of European funding to support connectivity for small businesses across Westminster. Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients. The new connectivity allows them to make video calls and work remotely. As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been.
Fast-forward a few years. Westminster is leading the way for connectivity, as a result of the project businesses are thriving, and David is heading up a service of his own responsible for delivery of the Smart City strategy.
**The Role**:
As Head of Delivery and Product, you can make your own powerful contribution to digital innovation and improvement on behalf of everyone who lives and works in Westminster. You’ll be a key member of the Delivery and Engagement leadership team, sitting at the heart of our Digital and Innovation service. The service focuses on continuously making things better. As a champion of the user and of agile working, you’ll enjoy great scope to drive change and make a real difference for communities across Westminster.
You’ll lead and empower a Product and Delivery team dedicated to effectively delivering change across Westminster. Working with the team you will further develop and standardize our approach to agile and product delivery, driving engagement, pace and innovation to improve outcomes. Under your leadership, the team will have a clear understanding of priorities, feel empowered to deliver in new ways of working, and feel confident seeking coaching and support when required. Working across our whole portfolio, you’ll support activity that spans core IT and technology, customer and digital, as well as our Smart City ambitions.
We’ll look to you to set strategies, product standards and delivery approaches, while forging influential working relationships across the Council and establishing Communities of Practice for our Delivery and Product professionals. Senior leaders and teams will benefit from your coaching in product thinking, agile methodologies and delivery management. Overseeing the full product lifecycle and supporting across a wide portfolio, you’ll be instrumental to realising a bright connected future.

**About You**:
You’ll bring to the role an innovative mindset, infectious enthusiasm and real ambition for quality. Naturally, we expect you to demonstrate a deep and practical understanding of product principles, practices, methods and history. You’ll also be an expert in agile working and portfolio/project management. Knowledge of modern tech, user-centred design and service design is crucial.
You have a track record of leading large, complex delivery teams to deliver digital products using agile methodology. Along the way, you’ve developed expertise in understanding and balancing client, organisational and technical needs when setting product strategy and direction. An empowering and influential leader with a flair for building relationships at all levels, you’re committed to meeting user needs and fostering diverse, inclusive teams.
