Strategic and Service Development To contribute to the Trusts strategy, specifically around driving the Trusts aim to be at the forefront of outstanding care. Lead on Trust-wide service development and conscientious improvement of systems and processes that underpin outpatient services. Support the Associate Director in the strategic planning of services identifying resource requirements to ensure that future service needs are met. Support the Nurse Manager and Service Managers to act as a change agent, developing clinically effective practice through the effective utilisation and integration of evidence; setting, implementing and monitoring evidence-based policies, procedures and protocols.
Ensure a culture of continuous quality improvement through the use of metrics, patient feedback and reflection on practice by self and other members of the team. Lead and encourage redesign of Trust wide outpatient services and embed new ways of working which support patient care aims Operational and Service Delivery To be responsible for the overall delivery of the Outpatients contribution to the Trusts agreed activity and performance objectives. Responsible for ensuring all patient services relating to the Outpatients Department are delivered safely, meeting high clinical standards, and are in line with the Trust policies and procedures. To ensure that safe & effective clinical practice is being delivered in the outpatient setting and the patients experience is enhanced.
In conjunction with the Clinical Director, Associate Director, and Clinical Leads ensure that objectives are devised and implemented for each clinical service and sub-specialty within Outpatients. Work constantly with other Trust Managers and Clinicians across Care Group/departmental boundaries in order to facilitate effective working between services and robust patient pathways in order to reduce waiting times for appointments and reduce waiting times in departments. To undertake regular and systematic review of the processes and systems through which services are delivered, analysing problems and developing solutions to improve patient care. To develop and maintain an accurate improvement measurement system and to provide monthly reports of these to appropriate forums.
To support the Associate Director in leading Trust-wide initiatives and projects, as required. Ensure that systems and processes for managing local and national access targets for treatment are working effectively Management To manage all nursing and administrative colleagues, overseeing the clinics, outpatients, and administrative functions, ensuring key performance targets are met. To provide strong, effective, visible leadership and professional guidance to ensure the continuous development for such services across the Trust, Develop and implement a performance management framework within the Outpatients Service. Continuously monitor key performance indicators and ensure appropriate corrective action is undertaken where necessary.
Manage the recruitment and selection of colleagues in accordance with Trust policies. Manage and motivate colleagues and ensure that all colleagues complete their mandatory training and are trained to a high standard, deployed effectively with annual individual appraisals and that they are developed, managed and supported. Monitor sickness absence taking appropriate action in line with Trust policy where required. Manage colleagues in line with disciplinary and capability policies and procedures.
Manage change including organisational change, projects and programmes of work to improve and promote the service area. Communicate effectively with stakeholders, ensuring the needs of the organisation are understood and high quality is delivered within the service area. Support the Associate Director to ensure the effective management of required budgets, meeting all financial targets including achieving a breakeven on budgets managed and delivering cost improvements as agreed within the budget setting process. The post holder will link with managers and finance to ensure peripheral clinics are supported and that Service Level Agreements for these are in place and accurately and appropriately recharged.
Quality Ensure that national quality and environmental standards are achieved. Ensure high standards of cleanliness and infection control. Maintain and develop strong systems for clinical and corporate governance. Ensure the quality of data provision within the Care Group at all times and promote the use of new informational technolog Risk management Ensure that all areas of responsibility are regularly risk assessed and that risks are identified and managed effectively.
