Resource Management Administrator

**Job Details**
This role will provide professional advice and support to the James Watt School of Engineering on financial and resource management and will be part of the team responsible for the delivery of professional services to the School. This role is highly collaborative and the post holder will build strong working relationships across the School, College and University.

**Main Duties and Responsibilities**
1. Manage the School's financial resources in compliance with the University and College financial policies and the School's objectives. To work closely with the Head of School and Head of School Professional Services on the allocation and management of these resources. Allocate and manage the School's various non-pay budgets (including JWNC/MOVPE) and maintain an overview of the School's monthly planned expenditure, identifying and rectifying any issues promptly. To work closely with Head of School Professional Services and College Finance colleagues to ensure accurate reporting and analysis of budget and to take corrective action on budget variances and forecasting. To attend regular budget reviews with School and College and provide expert overview of School's financial position to ensure delivery of School finances within budget.
2. Manage and maintain effective systems to support all financial transactions associated with Transnational Education budgets (including Singapore/Chinese partnerships), collaborations (with QUB/GSA), commercial activities such as secondments and salaries recovered, CPD costings and transactions (conferences and short courses), and, lab facility costings and related transactions.
3. Manage the various University, College and School administrative processes for supporting PGR students and supervisors.
4. Responsible for compliance with HR processes for the School including coordination of general funds recruitment (including, for example, new appointments, the monitoring of contract end dates, leavers requests), liaising with University and College HR teams, offering advice and support to academic and administrative colleagues on HR processes, and ensuring robust monitoring of sickness absence. In addition, working with the Head of School Administration and other colleagues to ensure an efficient service when engaging temporary staff (eg Extended Workforce Policy).
5. Provide administrative support for ad hoc projects, such as REF, ensuring that data is checked and verified timeously and that milestones are met from inception to conclusion. Engage members of the team to assist in the delivery of projects. Produce various reports and analysis of financial data for the Head of School and Head of School Professional Services, for example, reports on the School's research grant portfolio.
6. Line manage the administrative team supporting finance and resources, HR, PGR students, and research policy and strategy, ensuring work is planned and organised appropriately in line with the School's strategic objectives. Establish mechanisms for the induction, mentoring, training and development of administrative staff to maximise their contribution and enhance future career development.
7. Identify and disseminate best practice as well as displaying innovative thinking in streamlining key functions in order to maximise efficiency and improve process in relation to budget setting and management.
8. Undertake other duties as requested by the Head of School Professional Services.

**Essential**:

A1 Either: Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary knowledge and skills in a similar or number of different roles. Or: Scottish Credit and Qualification Framework level 9, (Ordinary Degree, Scottish Vocational Qualification level 4), or equivalent (including professional accreditation with relevant formal training), and experience of personal development in a similar or related role(s).
A2 Knowledge of administrative and support systems, process design and improvement.
A3 Working knowledge of financial management (with an ability to manage and control budgets, analyse financial data & generate workable financial options).
A4 Extensive knowledge of developing and implementing systems.
