To undertake cost planning for projects during the development and design project lifecycle stages in support of Business Plans utilising appropriate Method of Measurements, e.g. Civil Engineering Standard Method of Measurement and New Rules of Measurement.

Key Accountabilities

1. Develop accurate and comprehensive 3 Point Estimate (3PE) in a timely and efficient manner.

2. Develop 3PE in accordance with Method of Measurement format and structure.

3. Work collaboratively with the Risk and Value Team so that all 3PEs are supported with the appropriate Risk Allowance.
**Qualifications** Essential Skills and Experience**
- A basic knowledge of Cost Planning and Estimating processes and techniques.
- A basic knowledge of Cost Analysis, Cost Modelling and Benchmarking processes and techniques.
- Qualified to basic standard in Cost Planning, Estimating and / or Quantity Surveying.
- Experience of civil engineering, M&E projects and / or building projects.
- Relevant successful experience of the provision of Cost Planning, Estimating and / or Quantity Surveying services in a project environment.
- Understanding of the project management, planning, risk assessments and management, and investment authority processes associated with building and / or civil engineering infrastructure projects.
- Good communication, analytical, presentation and reporting skills

**Desirable Skills and Experience**
- Qualified to a professional standard in cost planning, estimating and quantity surveying through membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent body.
- Educated to degree level.
