**Summary**:
**Job description**:
A key operational arm of HSE; Energy Division (ED) regulates the UK’s offshore and onshore oil and gas industries, mines, quarries, diving and renewable power generation. We employ around 140 professional engineers and scientists in these highly specialised and strategically important industries which are essential to the country’s economy and infrastructure. A single incident in these sectors could potentially have catastrophic consequences and cause serious harm to persons and the environment, also erode the public’s trust and acceptance of complex high-hazard industries, if the risks are not properly managed.
There are many ways that HSE promotes health and safety; by providing information, guidance and advice, by promoting skills training and competence, and by commissioning research. HSE has developed a goal setting system of health and safety legislation and regulation which it enforces. As workplaces change and technology advances, so do the health and safety implications which constantly present fresh challenges. HSE looks at developing new and innovative ways to build an effective health and safety culture in Great Britain; one that will protect people and places.
You will be required to give accurate and detailed feedback to dutyholders, employee representatives and other stakeholders about the findings of your inspections and investigations. You will be required to produce concise and accurate written reports of those inspections and investigations.
The role requires you to represent HSE at meetings with mine operators, trade associations, professional and standards bodies; to promote safe mining engineering practice and contribute to the development of industry guidance, standards and operational strategy.
HSE will provide support for you to understand your role within HSE and to continue your own professional development. You will be required to complete the HSE Regulators Training Programme (RTP) which will provide you with an accredited Post-Graduate Diploma qualification in Occupational Health and Safety.
The role requires significant travel across the United Kingdom and frequent stays away from home.
The role requires some flexibility according to the business needs of HSE and on occasions you will be required to support other units covering other industry sectors within Energy Division and HSE.
**Responsibilities**:
As a HM Principal Inspector of Health and Safety (Mines) you will report to HM Chief Inspector of Mines and be responsible for securing compliance with relevant health and safety legislation, the reduction in risk and the improvement of health and safety standards in underground mining activities in Great Britain by inspection, investigation and where necessary, the enforcement of the legislation.
The post carries a significant workload and a high level of personal responsibility for decision making. You will be expected to provide support and professional advice to colleagues on operational and regulatory matters.
Person specification
- Good communication skills to influence change at all levels in the organisations we regulate
- Sound analytical skills to identify underlying gaps and deficiencies related to health and safety risk management
- Good organisational and planning skills, taking personal responsibility for delivering expected outcomes on time and to the required standard
