Clean Growth Lead Sustainability and Infrastructure

The UK is the first major economy to legislate for net zero carbon emissions by 2050. Delivering this will require £1 trillion of investment. Government’s near-term objectives for this are set out in the Prime Minister’s 10 Point Plan for a Green Industrial Revolution, with longer-term objectives described in the Net Zero Strategy: Build Back Greener document.
Alongside the climate and environmental benefits of the net-zero agenda sits the economic opportunity - the chance for a ‘green industrial revolution’. Energy has been one of the first sectors to decarbonise and HMG has learned a lot about how to build new industrial capabilities, alongside deploying clean technologies at scale. These benefits do not come automatically. If we are to maximise the investment, growth, and export potential of the net-zero agenda, we must proactively pursue their development.
This role is to lead the Clean Growth Team which sits in the Manufacturing, Energy, and Infrastructure Directorate at DIT. The team works alongside the Energy Transition team, and the COP27 and Green Expo project teams, and as is concerned with two broad areas of work.
The first is working with other government departments to leverage opportunities from domestic policy to maximise investment, growth, and export potential. You will work closely with the Energy Transition and other sector leads to ensure that supply chain growth and sustainability are at the heart of these policies and ensuring that all government levers are used to maximise economic growth.
The second is embedding clean growth principles across DIT and sharing lessons learned from our experience in energy, as well as promoting the UK’s clean investment and export offers, and being a focal point for DIT’s clean and green investment and export agenda. You will work with analysts, senior officials and ministers to identify how DIT’s export and investment support can best align with net-zero, while still delivering prosperity.
Job description
**Key Accountabilities**
In this role you will lead on the Clean Growth agenda for DIT managing a team of 2 SEOs and 1 HEO. The role is responsible for developing the strategic direction and overseeing workstreams and projects to deliver on objectives 1 and 2 of DIT’s green trade strategy - to attract green investment to build a green UK industrial base and increase green exports. Examples of work in this role are to:
- Continue to ‘mainstream’ clean growth through DIT’s performance systems, embedding DIT’s definition of clean growth to ensure teams are recording clean growth trade and investment activity to monitor progress towards clean growth ambitions.
- Implement decision of Ministers and senior officials to enable a strategic shift in DIT’s approach to clean growth aligned export and investment support, leading on new strategies.
- Deliver on DIT’s clean growth campaign, ensuring clean growth remains a priority and use campaign as a vehicle to drive workstreams, including the clean growth faculty of DIT’s export academy and the clean growth export capability guides.
- Act as the main point of contact on clean growth with other government departments - BEIS in particular - to ensure trade and investment interests are reflecting as the Government develops and implements various strategies and plans, including Net Zero strategy and the 10 Point Plan.
- Ensure the team has the environment and resources to ensure high quality and timely input and representation across channels, including briefings, Parliamentary questions, submissions etc.
The role will be based in Edinburgh or London.
Please be aware that this role can only be worked from within the UK and not overseas.
Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.
Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average.
DIT will cover travel costs/expenses to any office which is not your usual office location in line with departmental expenses policy. DIT will not cover commuting costs to your agreed office location.

- Able to work autonomously. e.g. able to self-motivate, find solutions to problems, develop your own evidence-based positions.
- Experience working with a range of difference stakeholders. Ability to develop and maintain relationships.
