For a full list of duties held by this post, please refer to the job description 1. Duties and Responsibilities a. Manage the SEND Designated Clinical Officer function, including developing and managing the annual work plan, progress and dashboard reporting, risk and issue management. b.

Provide strategic direction for the local health service in meeting statutory requirements for SEND (0-25 years), identifying priorities for development, commissioning and facilitating improvement in implementation c. Designing and delivering appropriate SEND assurance and governance systems within Kingston and Richmond and the local health system. d. Work closely with the Designated Medical Officer (DMO) to support all activities necessary to ensure that health provider services meet their responsibilities for children with SEND e.

To provide oversight and assurance on the quality of health contribution in EducationHealth and Care Plans working with the DMO. To focus on the 19-25 year olds group to ensure that the health input is outcomes focused. f. Working with Kingston and Richmond Councils and other partners in Kingston andRichmond ensuring that the childs voice is listened to in the commissioning, delivery, monitoring and evaluation of services.

g. Provide specialist advice to Place based teams, to provide assurance that health providers have appropriate systems and processes in place to safeguard SEND children and young people in Kingston and Richmond. h. Cross boundary working across London, working with the NHS England and otheragencies to ensure SEND children who transit into and out of the boroughs are safe.

i. Ensure that Kingston and Richmond follow Working Together to safeguard children guidance and fulfils Section 11 of the Children Act 2004 requirements j. Develop and provide training for Kingston and Richmond staff to ensure knowledgeof children with special educational needs and disabilities are represented. k.

Ensuring the child death review process meets statutory requirements and produces timely reports and shared learning. l. Contributes to the development of budgets and/or cost improvement programmes that impact on SEND provision. m.
