ROCU is a collaboration between the police forces of Staffordshire, West Midlands, West Mercia and Warwickshire to reduce the impact and increase the disruption of serious and organised crime within the region and beyond. We target those areas of criminality we believe pose the greatest regional threats to the people and businesses of the area we cover. Working alongside other UK law enforcement agencies and many other partners from both private and public sectors, the ROCU will directly influence the capabilities of these groups, stifling and reducing their criminal activity.

Serious and Organised Crime affects more UK citizens, more often, than any other national security threat. It has a daily impact on citizens, public services, businesses, national reputation and infrastructure. SOC is estimated to cost the UK economy at least £37 billion a year with this cost increasing year on year.
Growing numbers of children and young adults are becoming involved in SOC. In parts of the UK, crime groups made up almost exclusively of young people have emerged, adopting business-like operating models rather than relying on identity or postcode.
Serious and Organised crime is defined as individuals planning or coordinating and committing serious offences, whether individually, in groups and/or as part of transnational networks.
Within the West Midlands Region there are currently circa 170 active OCGs. These groups vary in their crime types which are identified within the ROCU Control strategy and will continue to exploit the vulnerable, use violence to dominate communities and chase profits in the criminal market place.
The main categories of serious offences covered by the term are:
- Child Sexual Exploitation and Abuse;
- Illegal Drugs;
- Illegal Firearms;
- Fraud, Money Laundering and other economic crime;
- Bribery and Corruption;
- Organised Immigration Crime
- Modern Slavery and Human Trafficking;
- Cyber Crime.
Examples of Recent ROCU Investigations
- A recent ROCU job has resulted in an 8 year prison sentence for possession of a kilo of class A drugs, a job which led on to a wider criminal conspiracy, leading to further arrests and recovery of 16 kilos of class A drugs and over £160k in cash. Sentence pending
- Another recent ROCU investigation resulted in seizure of cannabis with a potential yield of over £8 million pounds worth of cannabis from a number of industrial scale cannabis farms across the country. As part of this investigation it was established that there was a supply Line to the Devon and Cornwall region where members of the OCG had been placed to supply Class A and Class B drugs to the local community. This resulted in unseen levels of violence and damage in the Torquay area due to the OCG taking over the locality from rival gangs. Working closely with SWROCU we were able to identify the individuals involved resulting in the recovery of over 10 kilos of Cannabis and 100k cash from couriers returning back to the West Midlands area.
- A further recent operation was designed to target an OCG involved in the supply and distribution of Class A Drugs and to seek to seize assets/money through Proceeds of Crime Act (POCA). Officers stopped a taxi on the M6 motorway in Staffordshire - within the vehicle officers recovered a holdall containing £300K. Officers subsequently searched the driver’s home address and recovered a further £1.3 million, the driver has been charged and remanded as a result. This has been a significant cash seizure which will have disrupted the criminal group. Officers later intercepted 2 vehicles following an exchange of packages. Within the first vehicle officers recovered 25 kilograms of Cocaine and arrested 2 persons. The second vehicle was intercepted and found to have a hide within the vehicle, upon inspection a further 18 kilograms of cocaine was recovered. The combined wholesale value of the drugs is £1.75m. A total of 17 people have been arrested and are currently in the judicial system awaiting trial for their part in this criminality.
