**Job description**:
The Mobility Team is recruiting an HEO policy advisor to support the team’s vital work on EU business travel. Since the UK and EU agreed the Trade and Cooperation Agreement (TCA), the team has been working to ensure the agreement works for our stakeholders as they deal with the challenges and opportunities of new trading relationships with the EU, its Member States and countries around the world.
The Mobility Team sits within the Trade & Investment Negotiations (Services) (TINS) Directorate of the Department for Business, Energy and Industrial Strategy (BEIS.) It leads on facilitating travel for business and work between the UK and EU and has responsibility for developing policy and supporting negotiations for the UK’s free trade deals with other partners around the world. The ability of UK businesses, and firms that invest here, to move staff in and out of the country quickly and easily is crucial to their competitiveness. Services trade accounts for nearly 80% of the UK economy and our business stakeholders have frequently identified mobility as their highest priority within services trade policy.
This role could include engaging with businesses and trade associations as we assess how the TCA is working in practice, and engagement with EU Member States to resolve bilateral issues. This work is especially important as the team prepares for formal talks with the European Commission later this year, and potentially with EU Member States. You will be expected to lead areas of this work, identifying key stakeholder issues and potential solutions that we can raise with our European partners.
This is a chance to develop your understanding of the rules-based system that governs international trade and how mobility fits into it, while working in a challenging and fast-paced environment. Given the significance and profile of the team, we have consistently provided stretching work for HEOs, and in recent years numerous recent members of the team have gone on to enjoy well deserved promotions You may also have the opportunity to work on other areas of trade policy and negotiations, although that will depend on the needs and priorities of the wider team.

**Person specification**:
- Lead preparation for formal engagement with the European Commission/EU Member States on issues relating to business travel, working closely with interested teams across BEIS, legal and analysis colleagues, and other government departments.
- Engage directly with external stakeholders on their experiences of businesses travel in the EU, and gather evidence on how the UK-EU Trade and Cooperation Agreement is working in practice.
