**Summary**:
A part of the Cabinet Office, the** **Central Digital and Data Office** **leads the digital, data and technology (DDaT) function for government. We put the right conditions in place to achieve digital, data and technology transformation at scale by working with departments, and other government functions like commercial, project delivery and security professionals.

**We are responsible for**:

- Digital, Data and Technology Strategy and Standards, like the Technology Code of Practice, the Service Standard and Open Standards
- Cross-government DDaT performance and assurance, including Spend Controls
- DDaT Capability Development, including the DDaT pay framework

**Digital, Data and Technology (DDaT) Workforce and Capability**:
The **Digital, Data and Technology (DDaT) Workforce and Capability** team (in Cabinet Office) is focused on ensuring that government has the right people to deliver digital transformation and meet the significant challenges that it will face in coming years. We aim to turbocharge our ability to **attract, recruit, grow and retain** world leading digital talent who will go on to develop game changing public services.

**Our programme will accelerate realisation of a more diverse and inclusive workforce, and includes**:

- Development and implementation of a new competitive DDaT pay framework;
- Design and implementation of a streamlined and standardised DDaT recruitment experience that reduces time to hire and supports a reduction in our current and future reliance on contingent labour;
- Up-skilling all senior civil servants to be equipped with 'digital and data essentials';
- Renewed investment in learning for all in digital and data, and a government wide commitment to apprentices and graduates at scale;
- A DDaT Strategic Workforce Plan.

**Job description**:
As a Talent Programme Manager you’ll be responsible for implementing and managing the successful delivery of Senior Civil Service (SCS) and other Senior level talent programmes. Currently your primary focus will be the No. 10 Innovation Fellowship programme and support the Functional Talent Lead with the development of a new Secondments Programme, which is currently being scoped.

Your responsibilities will include:

- Ownership of the day to day management including:

- Organise a programme of events and training.
- Implement appropriate recruitment and selection assessment methods, including arranging interviews and appropriate panels.
- Manage the programme campaign site & source and create content for marketing, blogs, reporting, briefings etc
- Lead the management of pre-appointment checks & onboarding.
- Ensure programme participants have the required support, source and assign mentors, quarterly 1:1s with Joanna, regular 1:1s with the programme team
- Conducting regular assessment and evaluation to identify and implement improvements to the programmes.
- Implement HR processes, including contract extension & CDDO line Management responsibility actions.
- Promote diversity and inclusion throughout the programmes’ design and delivery.
- Build and maintain strong stakeholder relationships (including with departments, No. 10, programme participants & advisory board)

**Responsibilities**:
This role requires:

- Experience of delivering innovative senior talent initiatives, ideally in a digital environment
- A strong communicator with the ability to build and maintain positive stakeholder relationships and influence senior stakeholders across business units
- Ability to effectively gather and use data to evaluate impact and inform decision making
- Experience of driving forward meaningful and impactful diversity and inclusion strategies through the development of inclusive attraction, recruitment, assessment and selection processes and campaigns
