The Chief Operating Office is recruiting a Capability Development Lead. Leading a team they will work closely with stakeholders, for example, HR, DDTS Managers, People and Resources Board, Health Safety and Wellbeing Group, Change Programmes, using their influencing and communication skills to provide a service that is valued.

The Capability Development shares their expertise across all teams in DDTS to provide a capability development service which influences staff performance, engagement, and retention, develops suitable early talent schemes (including apprenticeships). Demonstrates Leadership and influence in relation to reward strategies, health safety and wellbeing policies, Equality, Diversity and Inclusion.

They will build DDTS capability to meet the goals set in the DDTS Strategy. This includes providing strategic capability, advice and support to staff, managers, teams and change programmes, facilitating a culture where professionalism is valued, and staff have opportunities to develop careers.

**Responsibilities**:

- Leading on Staff engagement across DDTS. Analysing the results from the annual People Survey, working with the Wellbeing and Engagement subgroup, agreeing resulting action plans and delivering these across DDTS on behalf of DDTS Executive Board to improve engagement across the whole of DDTS. Assess progress of actions through monthly ‘pulse’ surveys.
- Promoting the use of the in-year reward and recognitions schemes ensuring consistency and fairness.
- Leading and managing own team, developing capability and providing guidance and coaching to mature the team. Act as the Performance Management lead across DDTS.
- Communicating people and workforce related messages to colleagues across the directorate and attend DDTS Executive Board and People Board as required.
- Working across the team to promote, lead and manage Apprenticeships and Talent delivering against KPI targets in the Strategic Workforce Plan. Representing DDTS at various cross government stakeholder groups such as Talent Steering, Fast Stream Committee and Apprenticeship Working Groups.
- Leading and driving DDTS to deliver our strategic ambition on equality, diversity and inclusion by owning the DDTS EDI action plan and drive delivery of the actions. Work alongside HR professionals to share knowledge and ensure corporate alignment.
- Leading and delivering strategic aims for health, safety and wellbeing. Steering the DDTS Health Safety and Wellbeing Forum and developing this into a Community of Practice.

**Skills and Experience**
- Experience of leading, managing and delivering in; Staff Engagement and Wellbeing, Equality Diversity and Inclusion, Staff Performance and Early Talent.
