This is a really exciting time to join the MMO as we become an independent coastal state, embedding new repatriated functions and services with an increased focus on the protection and enhancing of the marine environment.

The Head of Grants is a key leadership role responsible for overseeing the entire grants process from identification of funding opportunities, proposal development, submission, and post-award administration. The role demands stringent governance controls are in place to underpin Regulatory requirements.

The postholder will be accountable for a remit that includes financial responsibility for the delivery of schemes, with budgets in excess of £180m.

The Head of Grants will work closely with other departments to ensure compliance with grant requirements and will be responsible for reporting on grant activities to funders and engaging with senior stakeholders.

The postholder will work with Defra Policy colleagues providing expert advice, experience and industry knowledge to help shape and develop future funding strategies.

**Job description**

**Main duties and accountabilities**
- Develop and implement a comprehensive grants management strategy
- Negotiate with senior policy stakeholders and offer sound advice, often on complex and challenging policy aspirations.
- Identify funding opportunities from various sources and develop relationships with funders and stakeholders
- Lead the grants team in developing and submitting high-quality proposals that align with organisational goals and funding priorities
- Oversee the post-award administration process, including reporting, compliance, and financial management
- Lead the delivery of all grant schemes, collaborating with program staff to ensure that grant activities are aligned with program goals and objectives
- Ensure that grant activities comply with all legal, ethical, and funder requirements
- Lead role in the approval of all reporting requirements to both Defra and the EU, such as the EMFF Annual Report and Accounts, quarterly Reporting to Defra Funding Board on all domestic and UK programmes, delivered by MMO.
- Lead of programme governance and escalation of all governance and assurance risks to the MMO Audit and Risk Assurance Committee.
- Work with the finance team to develop and manage grant budgets
- Develop and maintain strong relationships with key stakeholders, including funders, partners, and community organisations
- Stay up-to-date with the latest trends and best practices in grants management.
- Lead discussions and advice with service industry stakeholders devolved administrations providing advice, guidance and recommendations

**Knowledge, Skills & Experience Required**

**Essential**
- Substantial experience in a senior Grants management or Finance role.
- Direct experience of translating complex policy to operational delivery.
- Experience of managing up to Executive and Board level, including contributing to wider business issues as part of a Senior Management Team.
- Experience in leading and managing a professional and diverse team, in a target driven environment.
- Experience of operating, negotiating and influencing at a senior level.
- Experience of partnering senior stakeholders who hold complex, diverse funding requirements.
- Demonstrated success in securing and managing grants from various sources
- Strong understanding of the grant lifecycle and best practices in grants management
- Excellent communication and interpersonal skills, with the ability to develop and maintain relationships with a wide range of stakeholders
- Strong analytical and financial management skills
- Experience of operational risk analysis, and a strong understanding for risk management and assurance.
- Demonstrable experience of EU, NAO and Internal audit practices.
- Strong organisational and project management skills, with the ability to meet deadlines and manage competing priorities
