Lead the commissioning of services within the delegated portfolio, ensuring that services commissioned for the population of Wales are delivered to the standards and specifications expected in terms of quality, safety, patient outcomes and experience, and in line with prudent and value principles, and are accessed equitably for the population of Wales.
Lead on the service strategies and planning, service performance (including any escalation of issues or risks), service improvement and oversight for services within the JCC delegated remit and lead on the implementation of the JCC’s Commissioning Framework, ensuring delegated services are commissioned effectively and clearly define high quality, affordable services that deliver improved outcomes for patients.
Provide leadership and management to Commissioning Teams within the delegated portfolio, and work across NHS Wales, including strategic, clinical and operational delivery networks and where required, deputise for the Deputy Director of Commissioning.
Be accountable for the leadership and day-to-day management of the delegated portfolio and its work programmes.
Lead the development of commissioning strategies and plans for the services included within the remit of the role, working with the Deputy Director of Commissioning and other Assistant Directors to ensure alignment of plans and portfolio inclusions in the Integrated Medium Term Plan reflects the Directorate and wider JCC commissioning priorities and plans.
Provide highly complex, expert and specialist advice to the Director and Deputy Director of Commissioning on service strategy and planning, performance, commissioning, delivery and clinical models of commissioned services within the delegated portfolio.
To work with stakeholders/providers, commissioning Health Boards/Trusts, Welsh Government and NHS Wales’s officials as appropriate to contribute to the development of policies, strategies and plans that have quality improvement, patient and population and Prudent Care principles at their heart.
Ensure that commissioning plans are in place for all services included within the delegated portfolio and ensure service specifications and standards are in place, developing these where necessary.
Support the delivery of the commissioning of services within the delegated portfolio and manage within the allocated budget for the services, likely to be in excess of £200m dependent on the portfolio.
