**_Spencer Clarke Group_ _are working in partnership with Wirral Council to appoint a Procurement & Commissioning Lead._**

**_3 Months agency contract with a view to be extended._**

**_Location - Town Hall, Wirral, CH44 8ED. (_ _Hybrid role - Predominantly remote working but they would be expected to attend some meetings in person)_**

**_Full time hours. (37 hours)_**

**_Rate of pay - £300+ Negotiable on experience._**

** Experience of public sector finances is preferable **

**_Description: _**
- Wirral is undertaking a review of its corporate and commissioning arrangements as it seeks to improve purchasing processes, contract management and compliance and embed a new commissioning model across the business to deliver better outcomes for residents._
- We are looking for an experienced procurement lead and commissioner to: _
- Embed a new commissioning model across Wirral Council,_
- Support system led procurement process development as we implement a new ERP system, _
- Improve organisational compliance with purchasing and contract management processes, _
- Support a service review of the procurement function._

**_Skills: _**
- Proven leadership capabilities in a leadership role, _
- Pro-active and solutions driven with the ability to work to strict deadlines with a high level of accuracy, _
- Proven effective communicator across all levels with an ability to create a collaborative work environment,_
- Service review and change management experience, _
- Stakeholder management experience across various business levels,_
- Highly organized and detail oriented, _
- Corporate Member of the Chartered Institute of Procurement and Supply and qualified to the Professional Diploma standard or equivalent Experience of developing and implementing procurement and commissioning strategies._
