**Spencer Clarke Group** are working closely alongside a Local Authority in Lancashire to assist with the appointment of a **Capital Programme Principal** on an initial 6-month contract

We are looking to speak to experienced Asset / Programme Managers, with experience and understanding of the delivery and management of significant capital programmes and projects in the education and public sector, who have ideally worked for a Local Authoritypreviously

To be considered, you must be qualified MRICS - Chartered Member - Royal Institution of Chartered Surveyors or another recognised Construction/Property organisation.

**Contract Details**

**Location** - Hybrid working, there will be a need to visit the office and schools around Lancashire regularly

**Contract Length** - 6-months with possibility of extension

This post provides leadership and coordination within the capital team including:

- Development of the school’s capital programmes to enable the council to meet its statutory duty to provide sufficient school places as an education authority with a specific emphasis on the SEND and Basic Need programmes.
- To deliver against the objectives set out in the services Property Asset Management Strategy, working both with internal teams and external stakeholders to achieve this.
- Monitoring and reporting of capital programmes to ensure delivery against agreed timescales and criteria.
- Provide a good understanding and guidance for capital works to education and public buildings, especially the maintenance, refurbishment and life cycle management of buildings and the use of appropriate construction methods and techniques (traditional,modern and sustainable).
