**Hours**: Part-time, 12-15 days work required July to September

**Duties**:

- Support the development of an Early Years Strategy
- Read and understand the context around early years and childcare, the LGA report in context, along with the working structure of the early years support
- Work with our Programme Manager to identify strategic partners, individuals within the team and service area representatives, alongside our Early Years team and organise an appropriate number of meetings to engage the appropriate service teams and partners to contribute to a draft Early Years Strategy and action plans
- Pre-strategy overview of the council and its early years and childcare service and issues drawn through engagement with our current Early Years team and the use of data and information including the local LGA report
- A presentation on the above to be used at events
- Engagement session with our internal Early Years teams to outline the structure of the strategy developmentincluding scaffolded strategy and action plan to be shared and understood by all those engaged, along with key outcomes the development aims to achieve
- Clarity and information onthe roles to be played by senior members of the team in supporting this strategy development
- Develop and organise a series of Engagement and workshop Events to involve our key service managers and staff along with those from the broader department of Children, Young People and Learning, as well as external partners and stakeholder groups to contribute and shape the detail of the Strategy and action plans
- Plan and engage our senior Early Years staff in shaping the structure of the Engagement and Workshop Events, providing leadership to them in fulfilling a role in working with partners and officers in shaping the detail of the Strategy through facilitating and leading a co-creation approach
- Work with the senior staff to draw together a coherent strategy and plan that covers early years and childcare in its wider context for West Sussex
- Ensure that the Strategy draft fully reflects the roles of all those involved in early years and child careand that it represents the views and contributions of all partners
- Produce a good final draft of the Strategy and Plan and lead asession to ensure that senior Early Years staff understand, have the opportunity to comment and engage
- An Engagement Plan to follow up the draft strategy to ensure that all partners fully understand the plan and their roles in delivering this strategy and plan

**Requirements of the Early Years Consultant**:

- A short term strategic consultant to lead the facilitation and scaffolding of an Early Years Strategy that covers all aspects of early years provision and the role of strategic partners in delivering the strategy
- Previous experience working as a Consultant
