Elite Consult are recruiting for a Technical and Asset Manager for our client in Liverpool.

The Technical and Asset Manager is responsible for the protection, maintenance, and technical performance & future development for all marine and site Assets of the P.A.M.S. division of BPM. In doing so, they will maintain the service’s technical provisionat the highest possible readiness and availability. They will lead the technical and operations teams to ensure that the assets are operated to the highest standard in compliance with legal and regulatory requirements and in accordance with Company’s policies,procedures, and standards

**R ole and responsibilities**:

- Effective technical management of all site’s assets
- Ensure Planned maintenance system is maintained, up to date, and continuously evolving/developed
- Daily management of technical budget for the division
- In line with the above manage procurement / stock control process for the contract
- Develop and manage a 5-year maintenance programme/budget for asset maintenance/protection/class requirements thus enabling effective financial planning/forecasting
- Promote and develop best engineering practice
- Develop Culture of excellence and reliability
- Develop a fuel management programme ensuring cost efficiency, sustainability, and development in line with environmental strategy and aspirations
- Management of the Peel Pilot Launch, Heysham Workboat, Port of Sheerness, and Environmental Agency Technical teams
- Manage external contractors and maintenance contracts
- Liaise with the Contract Operations managers in the management of operational staff
- Manage and have an overview on all technical staff Structure, rostering and leave management
- Manage the absence management programme for technical staff
- Report to and support decisions of Client and Company Senior Management team on individual projects as requested
- Maintain and update Contract and company KPI’s
- Ensure adherence to all best Practices and Standards, including those issued by Company, Classification and Statutory bodies.
- Ensure knowledge and understanding of forthcoming legislative/regulatory changes and make recommendations for impact/implementation to senior management in line with asset protection/management
- Assume with the operations manager, reporting line management of Captains and on-board management team, including, but not limited to, on board management meetings, RTW interviews
- Liaise with Central HR Function in respect to such issues as required, including implementation of new legislation, business practices
- Deputise, as required for the General Manager PAMS.
- Ensure all work is conducted in full compliance with Company Health, Safety & Environmental Policies, associated site safety regulations and good industry practice.
- Adopt a pro-active approach to the Company Safety Management System and demonstrate safe working practices in all work activities.
- Contribute to all safety initiatives as required.

**Essential Requirements**:

- Qualified to B.Eng./ C.Eng./ Class1 CoC in Marine/Mechanical engineering
- Extensive knowledge of Marine/Classification regulations and requirements, Inc. local authority rules and regulations
- Extensive knowledge of UK plant/machinery directives/regulations Inc. HSE regulations
- Experience in working with planned maintenance systems (e.g. OPM)
- Extensive knowledge of the ISM Code and ISO requirements
- Experience in management of technical opex/capex budgets
- Contract negotiations and Service Level Agreements
- Experience in procurement and stock control
- Basic knowledge of HR/IR practices
- Team player
