**Summary**:

- We are recruiting for a fully CCAB qualified finance professional to work within the Army HQ,. This is a high profile position and will play a pivotal role as lead on the end to end In Year Management (IYM) process, as well as providing IYM support for the Annual Budget Cycle (ABC) operations.
- The Army has 9000 civil servants and the British Army comprises of 112,000 experienced, committed and highly skilled Regular and Reserve soldiers. The British Army protects the UK interests at home and abroad, providing a safe and secure environment and is supported by a civilian work-force.
- Army HQ is where the Army is commanded from and the Chief of the General Staff has the responsibility for preparing, training and equipping the forces under his command for operations worldwide. You will be part of this by providing the professional financial support and advice to achieve this.
- The Director Resources is responsible for planning and managing the Army Top Level Budget (TLB) and ensuring that decisions at the highest level of the Army are taken with full understanding of their financial implications.
- Providing advice to CGS and his senior military staffs on the forward planning and in year management of the Army budget, business assurance advice to ensure compliance with Departmental Governance standards, including scrutiny of business cases, and regularity and propriety; and the integrity and efficiency of financial systems and processes.
- The Army’s Director of Resources role it is to negotiate the Army budget, manage all aspects of the TLBs financial planning and management, and the Army Top Level Budgets. The AH role sits within the Top Level Budget (TLB) finance team and reporting to the Chief Accountant and Head of Finance, the post holder will provide high quality, regular and accurate financial data to ensure effective and efficient use of the budget at all levels in the Army, as well as and engendering proper financial governance and practices.

- This position is advertised at 37 hours per week.**Job description**:

- Key activities include:

- Implement change programmes, ensuring coherence with relevant Army and Defence MOD transformation programmes.
- Act as Army Resource IYM lead, reporting to Army CA, provide IYM updates to Senior Financial Advisors (SFAs) in order to pre brief their Budget Holders in advance of Army Management Boards.
- Provide monthly reports to Army Management Board to meet the Army Command timetable. Provide the TLB in year forecasts, including repayment of operational costs and supporting narrative and variance analysis.
- Develop and produce MI dashboards and other information requirements.
- Direct the TLB approach to the National Audit Office (NAO) audits of Army accounts, including managing quarterly annual report accounts (ARAc) process.
- In conjunction with Assistant Director Resource Plans, provide the Army Resources IYM lead for ABC operations. including preparing the Army HQ response, in conjunction with Resource Plans to meet departmental timetable.
- Working with Military and Civilian planning staff, develop instructions, attend TLB Planning, equipment and infrastructure programme screening and options review.
- Scrutinise, when required, the ABC costing exercises, ensuring coherence with IYM outputs and implementing savings measures as necessary.
- Carry out the day to day management if the finance hub operations, as directed by the Chief Acc.
- Manage the planning and submission of the annual accounting periods, in accordance with the Army TLB and Defence Resources (Def Res) business requirements, including proposal to meet control total (CT) targets.
- Agree draft CT for the IYM with individual higher-level budgets (HLBs).
- Coordinating and managing monthly reporting to Def Res and other stakeholders.
- Managing the delivery of timely financial input to Army repayment operations.**Responsibilities**:
