**About us**
A challenging and rewarding full time permanent role has become available to support the work of the inclusion team. The post of Licensing and Data Officer will support the team with its remit around child employment child entertainment and child chaperone licencing and regulation for the Local Authority. The post holder will also have a role in monitoring and supporting exclusions and data support for the team.

The remit of the Inclusion team includes: promoting the welfare and attendance of learners in school - including use of legal routes such as issue of Fixed Penalty Notices (FPNs), School attendance orders (SAOs) and also welfare and engagement support to families and schools to promote positive attendance and reduce persistent (below 80%) absence. Support and monitoring of Elective Home Education (EHE), the implementation of appropriate procedures in relation to Children Missing Education (CME), physical intervention policy and measures including incident reporting and the facilitation and oversight of out of school tuition (OOST). The team also support the Local Authority remit of licensing the employment of children and the issue of performance and chaperone licenses. The team also play a role in supporting schools, learners and parents in exclusion and managed move situations.

**About the role**
Pay Details: Grade 6, SCP 14 -19 £23,484 - £25,927 p.a.

Hours of Work / Working Pattern: 37 hours per week, 52 weeks

Main Place of Work: Civic Offices, Barry - with some WFH and occasional school meetings

This role will be the lead role within the Inclusion Team for regulated child employment, child performance entertainment licences and the regulation of chaperones for children in performance and entertainment.

The post holder will collate and analyse data in relation to exclusions and physical intervention and restraint interventions on a: school, cluster and LA basis and will use this data to aid school improvement and inclusion by facilitating advice guidance support and challenge to LA Officers and school leads where there are concerns about systemic school based exclusion or restraint/ physical intervention issues.

To support the remit and function of the inclusion team which includes LA responsibilities of and for: the Inclusion Team-Raising attendance, Out of school tuition (OOST), Child employment licensing and Elective Home Education (EHE). To make an effective contribution to the Inclusion Service’s goal of ensuring that children of statutory school age are safeguarded and also take full advantage of the educational opportunities available to them and maximise their educational potential.

**About you**
You will need:

- Up to date good working knowledge of the law and Welsh Government guidance in relation to child performance, child employment and chaperone regulation.
- Current knowledge of child safeguarding and how it relates to the work of the Inclusion team: in particular to exclusion, physical intervention / restrain and child employment/ child performance and chaperone regulation.
- Knowledge of exclusion procedure and of restraint and physical intervention policies and protocols.

Sound IT knowledge and ability to use ICT effectively and creatively within the office and corporate context
- Experience of establishing and maintaining data systems ONE, Excel etc to monitor and track pupil and school data.
- Experience of creating and maintaining systems to evaluate school and pupil data.
- Experience of analysing pupil, school based and LA data and making evaluative comparisons.
- Experience of child employment and performance licensing and chaperone regulation in a professional capacity: either as an applicant organisation or as LA officer remit.
- Local Authority and education system working
- Excellent numeracy/literacy skills
- Safeguarding training to Level one or above
- Chaperone training NSPCC
