An exciting opportunity has arisen for a Clinical Lead - Transformation to help shape the future of health and social care for the citizens of Herefordshire and Worcestershire by joining the medical leadership team of the ICB.
Reporting to the Chief Medical Officer, the postholder will provide clinical leadership, advice and guidance to a number of pathways and services, starting with the Urgent Emergency Care pathway.
They will be required to work with clinical and operational leads across the health and care system to improve the flow of patients from emergency departments out into wards and pathways.
The associated portfolio is broad and wide-ranging, encompassing clinical strategy development and implementation and the creation of new and innovative ways of working and delivery. In addition, the post holder will be expected to lead on specific initiatives as identified and directed by the Chief Medical Officer.
Proven experience within a clinical role will be a key requirement for this post together with experience of leading and delivering complex change and clinical strategy development programmes in a politically sensitive and complex environment. This role provides the opportunity to be part of a change of the way we deliver health and care services in our ICS. It crosses boundaries, both physical, organisational, professional and virtual and as such will extend individual leaders beyond the usual limits of responsibilities and authority located in their employing organisation. It will entail a significantly wider focus than working inter-organisationally and more than joint working/partnership as it involves a co-created agenda & practice and demonstrating the skills to achieve this.
The postholder will have a flexible skillset that will allow them to work on a variety of services, dependent upon the need of the organisation. They will be comfortable in balancing the need to continually learn, with that of constructively challenging others who operate within the status quo.
In the first instance, this role will provide clinical support and direction in the improvement work within Trusts around managing UEC.
The role holder will have an understanding of the immense pressure within these divisions and work with clinicians and operational colleagues to both bolster local improvement efforts and seek and implement system-wide solutions to manage that pressure, ultimately to ensure a better experience for patients and those out in the community who require urgent emergency care.

**Key Responsibilities include**:
Provide clinical leadership, advice and guidance to a number of pathways and services, starting with the Urgent Emergency Care pathway.
Ensure high quality, evidence-based care is provided across our population, acting as a role model through exercising good leadership and championing excellence.
Inform commissioning strategies with reference to regional data and national best practice standards.
Work with clinical and operational leads across the health and care system to improve the flow of patients from emergency departments out into wards and pathways.
Undertake reviews of existing service provision and make recommendations for transformation and new ways of working.
Contribute to national developments and encourage the use of research and evidence in the pursuit of high-quality care.
Take a lead role on clinical audit and further develop evidence-based practice for urgent emergency care.
Support in the development of a system-wide clinical strategy which sees the movement of preventative care out into the community and away from secondary care acute settings.
Provide professional support to the CMO in the development of the clinical and care workforce employed by the ICB. Ensure that the team is inclusive, fair and people are able to voice their views.
Support regional engagement with all clinical networks.
Establish strong relationships with local patient communities, their representatives, ICS partners and specifically clinical and care professional leaders across health and social care at all levels of the system.
Work collaboratively as part of a wider system to create opportunities to make sustainable long-term improvements in population health. This may include developing approaches which are non-traditional in nature, ambitious and wide-reaching in areas which incorporate the wider determinants that have an impact on improving clinical outcomes, better life outcomes and reducing health inequalities for the population of the ICS.
