Designing, managing, and maintaining traffic signals installations, traffic counts installations, vehicle activated sign installations and overheight detection installations throughout the county the Urban Traffic Management and Control Service is a key part of the authorities plans for the future, it is integral in ensuring the effective operation of Lancashire's highway network. The UTMC Service is made up of 2 key sub teams each focussing on different elements of Traffic Signal Control seeking to maintain, improve and optimise existing installations as well as delivering new, innovative and efficient signal sites throughout Lancashire.

**UTMC Design and Technical - **The team undertakes a full traffic signal/UTMC design service with modelling and assessment leading to commissioning and validation. They also provide technical acceptance on behalf of the highway authority for installations proposed as part of new developments. The team optimises the performance of Lancashire's network using UTMC and ITS systems.

**UTMC Operations and Maintenance - **Manage and supervise the UTMC term service contract. Manage, maintain, and update the UTMC team's asset inventory. Respond to customer queries on existing UTMC installations.

Some of the key activities of the UTMC Operations and Maintenance team are:

- Responding to network faults received from the LCC customer service desk and tasking an engineer to attend and resolve any issues.
- Working closely with the UTMC contractor to ensure that contractual service levels are achieved, and tasks are performed to a high standard.
- Ensuring that emergency events are responded to in an appropriate time frame, that sites are made safe, and repairs effected at the earliest opportunity to restore network performance.
- Ensuring that periodic maintenance of the assets is performed.
- Updating the UTMC asset data for new and existing sites to ensure that the inventory is appropriately managed in terms of life, serviceability, and condition.
- Providing energy return data for the UTMC assets.
- Use of remote monitoring systems to improve fault response times.
- Working with other Highway contractors to assist with works on or near to UTMC assets to minimise damages and organise repairs where necessary.
- Working closely with other Highway teams to ensure works are coordinated were possible.

This is an important role within the Operations and Maintenance strand of the UTMC Team. The post holder will undertake all the core administration activities for the whole UTMC and will be the focal point for handling queries relating to existing UTMC assets. Understanding and operating bespoke software and systems is a key aspect of the role therefore proven experience of learning and working with new systems is key. Raising invoices and tracking financial spend is another workstream the postholder will be heavily involved with.

The post holder will be a highly motivated individual and must have good communication and organisational skills to allow them to flourish within the role. The post holder will need to manage multiple workstreams therefore being able to proactively plan activities to ensure works are delivered on time is key.
