**Spencer Clarke Group** are working alongside **Guildford Council** to appoint an **Interim Procurement Consultant** on an initial 6-month contract.

We’re looking to recruit to the role of interim procurement project manager (housing delivery), which will be responsible for drafting the various specifications in a client-side capacity within Corporate Programmes and Regeneration, and working with theCouncil’s procurement team to set up the framework in accordance with the Public Contracts Regulations.

**Key responsibilities**
- Work with the Council’s procurement team to develop a strategy to establishing a framework to support the objectives outlined above.
- Identify the relevant procurement “lots” that will be required to progress housing projects from inception to delivery.
- Identify any existing call-off arrangements the Council may have in place that could be utilised to obtain the required services.
- Draft the scope of services for each lot.
- Consider opportunities for other departments in the Council to benefit from the call-off contracts and whether their specific requirements can be incorporated into the scope of services.
- Work with colleagues in procurement to develop technical evaluation criteria for assessing tender responses.
- To manage the service side aspect of the tender evaluation process, identifying evaluation panel and undertaking tender evaluations.
- Undertake early market research of professional and technical services consultancies to ascertain appetite for the framework.
- Complete relevant governance documents as required, including monthly highlight reports using the Council’s reporting system and reports for Procurement Board.

**Requirements**:

- Extensive knowledge of construction-related specialisms and their roles in housing delivery (architectural design, civil & structural engineering, M&E design and building services, landscape design, cost consultancy etc.)
- Membership of a Relevant Professional body
- An understanding of public procurement regulations.
- Previous experience working for a Local Authority Highly Desirable
