**Head of Integrated Systems**

**Salary: £91,694 per annum + 13.5% pension + Other benefits**

**Location: Home Based - Must be commutable to either Kidlington or Neltey.**

In this new and exciting role you will lead the Integrated Systems Support Department. The role has overall responsibility for operational delivery and development across both forces’ core shared systems, working closely with the ICT Department, the Joint Information Management Unit and the wider Digital portfolio. You will also provide line management to the product, system and functional teams therein.

**Responsibilities**:
1. Direct the forces Integrated Systems Support service as Head of Department, accountable for the departments operation and related projects ensuring we deliver high quality outcomes on time and within budget. Ensure that through strong and robust governance we optimise services, identify potential efficiency savings and realise the maximum benefits from any investments made.

2. Establish short, medium and long-term plans for the department to ensure robust operational system management, development and maintenance whilst managing resources and stakeholder relationships effectively to ensure the forces remain compliant and always meet technical and user requirements.

3. Clearly define and track product-specific goals, ensuring they align with force strategies. Develop, maintain and communicate the ISS Department’s vision and road maps to all relevant stakeholders and senior management in order to achieve a joined-up approach in facilitating the development of staff and systems.

4. Provide leadership, guidance and authority on all aspects of product delivery across the forces. Establish and enforce best practices in product management and usage across the organisation. Continuously developing and improving using agile methodology delivery against the integrated systems road map. Ensure product managers deliver a combination of managed services and product support across both forces on time and to budget whilst meeting quality targets.

5. Lead a team of product, system or functional managers, contributing to their career development whilst maintaining a high-performing, high-quality outcomes culture. Coach and encourage the teams to be user-focused and instil a continuous development ethos in the department through training, accreditation and the appraisal process. Continually motivate staff through effective workload planning, monitoring employee welfare and through quality assurance of work standards.

6. Define challenges and risks, establishing comprehensive mitigation strategies. Communicate, collaborate and facilitate ideas and solutions with teams across the organisation to ensure mitigation strategies are properly utilised.

7. Ensure the current state of our digital products align with business goals and the forces’ strategic digital aims, identifying ways to optimise the portfolio. Foster a lean and agile development environment where possible to be more efficient in delivering upgrades, patches and maintenance.

8. Oversee the delivery of effective technical support and maintenance services for software products and their components to meet defined business and operational needs that retain compatibility with enterprise and solutions architectures.

**Skills and Qualifications**:
2. Experience in a senior leadership role with evidence of coaching, mentoring and allocating workloads and managing people in a hierarchy and / or matrix structure

3. Experience in structuring, defining and communicating product roadmaps across numerous teams and stakeholders, selling the benefits and gaining buy in at all levels. Ability to build consensus and get commitment from stakeholders to deliver what system users need. Experience in achieving significant outcomes through influence as well as through direct line authority.

4. A strategic thinker, able to work in a fast moving, dynamic environment with some levels of uncertainty. Able to develop new, innovative ways to deal with complex situations and opportunities.

5. Comfortable leading and engaging in technical discussions with internal teams, stakeholders and senior management.

7. Possess the ability to translate complex relationships and solutions into understandable and visual representations and strategies. Strong practical knowledge of ICT infrastructure and conversant with ICT strategies, policies and standards.

8. Experience in developing effective, high-performing product management and / or operational system support teams.
