**Summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our Cabinet Office, HM Treasury commercial team delivering departmental objectives.

**Job description**:
Two specific roles are available:

- ** Head of Commercial for Government Digital Service (GDS)**

GDS’ priority is to help the government offer user-focused services by supporting cross-government digital transformation. They are responsible for building and maintaining cross-government platforms and tools including Gov.uk and associated tools, and for providing a digital identity system, as well as providing Digital, Data and Technology experts to support government transformation activity.

The HoC for GDS will lead a small team of Commercial experts, who are responsible for delivering a high volume of digital & technology procurement and contract management activities using frameworks such as G Cloud and Digital Outcomes & Specialists to support these exciting programmes.

Head of Commercial for Chief Digital Information Officer Directorate (CDIO)**

CDIO aims to transform the way the Cabinet Office uses technology to effectively serve all its users: colleagues, citizens and government. Some areas that CDIO are responsible for include:

- management of the CO official IT platform, training and support
- Cyber security services
- Development, delivery and support for CO digital services
- Data design, strategy, insights and analytics
- DDaT expert advice and guidance through business engagement and architectural assurance

The CDIO HoC will lead a small team of commercial staff who are responsible for delivering the department’s digital & technology commercial & procurement activity and managing key contracts in this area. This includes engaging senior stakeholders to set commercial strategy for critical IT transformation programmes within the department, ensuring that commercial activity is delivered on-time and to-budget.

Within each of these roles, you will be required to act as a senior commercial advisor focused specifically on digital and technology activity. You will take a hands-on approach to building strategic relationships across the department and business area, enabling you and the team to shape and influence commercial and procurement strategies in the digital space.

You will be responsible for ensuring that a high standard of commercial advice and guidance is provided at all times, identifying opportunities for improvement and acting accordingly. You will also have delegated authority for the approval of procurement strategies and contract awards within your area of responsibility.

Finally, you will be accountable for ensuring that Government Commercial policies are implemented effectively across the department, working with colleagues to take an active involvement in policy implementation.

This is a hands-on role, and you will be expected to maintain a strong understanding of all commercial activity taking place within the business area and be able to lead a commercial team to deliver successful outcomes in a fast-paced environment.
