Senior Business Analyst

**Team Overview**

Ofcom is the regulator for the communications services that we use and rely on each day. We make sure people get the best from their broadband, home phone and mobile services, as well as keeping an eye on TV and radio. We also oversee the universal postalservice, look after the airwaves used by wireless devices, and also help to make sure people don’t get scammed and are protected from bad practices. We have recently taken on the regulation of video-sharing platforms, and we are preparing for a role in protectingpeople from online harms. Protecting consumers is at the heart of what we do.

**Purpose of the Role**

The Business Analyst will work with the business functions across Ofcom to analyse and capture business and process requirements for all IT related business, financial, spectrum and operations systems. They will ensure that all stakeholders are consulted.

They will interface with the Business Solutions Architecture team and our delivery partners to ensure that the business requirements are understood, and the architecture, design and development can progress.

The Business Analyst will develop test plans for user acceptance and system testing and support the ICT Test Manager to ensure that all functional and system testing is planned and executed.

The Business Analyst will support the development of the project business case and drive the associate governance required for project approval.

The Business Analyst will support the ICT Programme Director in managing the future projects pipeline.

They will have a forward-looking perspective on business requirements and ICT capacity to help manage project demands and prioritisation effectively.

The Business Analyst will be good at developing relationships with stakeholders across the business.

They will be comfortable working with both technical and non-technical teams and able to collaborate with a diverse range of people.

They will be experienced at communicating with colleagues and able to explain and present complex processes in a simple and understandable way.

They will be proactive with personal drive and attention to detail.

**Requirements of the Role**

This role will be responsible for managing a team of Business Analysts and building a specialist team that are a centre of expertise in this field. They will need to have a passion to continually evolve and improve the approach to business analysis to helpensure that the BA team supports Ofcom colleagues in the best way.

As we increasingly use an Agile (scrum) delivery approach the BA team will also need to review and update their approach and the Senior Business Analyst will be responsible for leading new approaches to business analysis in an Agile and DevOps environment.

**Skills, knowledge and experience**
- Knowledge of Business Analysis tools and techniques
- Understanding of Waterfall and Agile delivery approaches
- Experience of implementing Cloud and SaaS solutions
- Excellent written and verbal communication skills
- Ability to manage own time and obtain information from the project team
- Self-motivated, with attention to detail
- Experience of some of the follow systems would be an advantage:
