**Salary Range**: W12 £49,023 rising to £51,714 over two annual increments.

**Vacancy Description**

New and exciting opportunities have arisen for an individual with a passion for public service to lead the Force Neighbourhood Harm Reduction Unit (NHRU). This will be a key component in the quest to build capacity in local areas to tackle the root causes of serious violence.

The NHRU will work in collaboration with, local government, health and education professionals, community leaders, the voluntary sector, and other key partners to ensure a multi-agency response to harm and violence reduction, Anti-Social Behaviour (ASB), crime prevention and early intervention are also in focus.
Neighbourhood Harm Reduction Lead

The creation of a Neighbourhood Harm Reduction lead will enable the force to have effective strategic oversight of this agenda and promote a whole system approach to demand reduction.
The future development of an overarching Wiltshire Police Prevention Policing strategy will bring together the key principles of our Early Intervention Protocol and Citizens in Policing portfolios and will articulate our vision to move towards a holistic public health approach in dealing with vulnerability, harm, and violence reduction and ASB.
The Neighbourhood Harm and Violence Reduction lead will realise that vision and will ensure Wiltshire’s Police’s capability is streamlined, well governed and capable of engaging effectively across an evolving partnership landscape.

The Head of the Neighbourhood Harm Reduction will play a crucial role as the strategic lead in leading on the design and delivery of harm and violence reduction across Wiltshire and Swindon on behalf of Wiltshire Police. This role will be key in developing and driving a modern, effective, and proactive resolution to community issues, thus reducing policing demand.

The role holder will work closely with other force strategic leads and will support them through leading on prevention strands of national and local strategies and plans.
The requirement of the role is to lead on the delivery of national strategy at a local level, embed an evidence-based approach and promote problem solving and early intervention utilising the resources, skills and expertise of our Citizens in Policing, early intervention and prevention staff and volunteers. Robust pathways for intervention and support will maximize organisational capability and have a direct outcome on the vulnerable in Swindon and Wiltshire.

The role will bring Harm and Violence Reduction to the forefront of front line of Policing, through the provision of ‘fit for purpose’ practices aligned to force and OPCC strategic goals, the College of Policing principles and HMICFRS Characteristics of Good, providing optimum value for money in compliance with legislation as well as safer outcomes for those at risk.

In line with national strategy and direction, this role will help the organisation adopt system wide and health-based approaches to managing problems. The role will provide strategic support to future HMICFRS Inspections linked to prevention and deterrence and support with the completion of future Force Management Statement.

**Key Requirements of the role**
- With a focus on problem solving, provide the strategic direction for harm and violence reduction across the force. Strengthen and adapt the current CIP and EI&P relationships and core functions to enhance force wide capacity and capability.
- Develop, lead and oversee a force wide prevention and deterrence strategy. Establish effective working relationships with key strategic partners both internally and externally to ensure delivery against the strategy.
- Provide strategic direction, both internally and externally, on prevention and reduction issues ranging from ASB to wider harm reduction and tackling both private and public space violence. This specifically includes working closely with the RASSO and Violence Against Women and Girls (VAWG) strategic leads to lead on the prevention and deterrence strands of these agendas.
- Work in partnership to effectively engage with multi-agency violence reduction networks in both Swindon and Wiltshire through a whole system, multi-agency approach, ensuring effective delivery of policing requirements
- Lead the primary, secondary, and tertiary approaches to managing children and young people by bringing together a force wide youth offer. This includes representing the force at strategic level meetings and supporting in the development and implementation of relevant strategies with partners.
