Your new Role

National Highways has an excellent and highly unique opportunity for a Project Manager to join our Specialist Bridges Group based in South Gloucestershire. The Specialist Bridges Group is responsible for the maintenance, management, and improvement of someof the UK’s most iconic and significant long span bridges such as the _M4 Prince of Wales Bridge_, _M48 Severn Bridge_ and _M5 Avonmouth Bridge_. A passionate and capable Project Manager is required to drive forward some significant renewal projects in excess of £30 Million pounds over the RIS 2 investment period. Working alongside a team ofexperienced specialist bridge professionals and our construction partner (Amey), this role is seen as a very critical part of the team’s success in the delivery of a strong portfolio of engineering schemes on some of the UK’s most famous and strategicallyplaced bridges.

The Project Manager will plan and manage the delivery of a portfolio of projects within the team’s rolling 5-year capital programme. The Project Manager will manage the performance of the project teams, multiple external contractors and consultants. Furthermore,the Project Manager will ensure adherence to effective governance, quality assurance, health and safety, technical and specialist standards across the supply chain and National Highways to ensure successful delivery of agreed project outcomes and acting inline with mandatory and delegated responsibilities.

What you’ll lead on
- Manage the delivery of a complex portfolio of interrelated allocated projects within the team’s rolling 5-year capital programme, across all stages of the project lifecycle, from design to introduction into service.
- Develop and maintain strong collaborative relationships with the Regional Management Team, Programme Delivery managers, key stakeholders, suppliers, contractors and across National Highways teams, to ensure full mutual understanding of the portfolio’s strategicand delivery objectives, to drive and report on and review delivery performance, to agree solutions that resolve complex issues and to prepare project business cases.
- Manage and motivate multiple supply chain partners and contractors to deliver allocated portfolio to programme, cost and quality, whilst driving efficiencies.
- To comply with National Highways Operations Quality Management System (QMS) on all projects in scope to enable delivery within agreed parameters for quality, cost and time ensuring they meet intended out comes for customer service levels, corporate standards,technical requirements, specialist needs and health and safety.
- Programme management, reporting and risk management against the capital expenditure budgets for all projects in scope, ensuring effective financial and contractual practices are in place and adhered to by all project resources.
- Ensure National Highways reputation is maintained throughout delivery of projects delivering best practice customer and stakeholder communications to continuously manage the customer perception of projects in the programme, maintaining or improving customersatisfaction scores. Proactively manage interaction with communities, stakeholders, transport operators, road users and businesses, as well as engaging with Transport Focus. Project Managers are responsible for bringing all parties of the business togetherto deliver excellent customer information and service, throughout the delivery of their portfolio.
- To ensure compliance with relevant Health Safety and Environmental legislation, including CDM 2015 regulations and ensuring third party partners to fulfil their duties on schemes.
- To actively contribute in the development of the 5 year rolling programme into a deliverable programme of work for own area of responsibility and proactively contribute to the development of the region’s overall forward programme and business plans.
- To proactively identify and drive opportunities for improvements and implement required changes in own area of responsibility: champion and share portfolio management best practices across Operations.
- Management, and evaluate risks, issues, dependencies and constraints associated with the portfolio, leading the development and implementation of solutions to overcome these.
- To ensure the health and safety needs and wellbeing of customers, employees and all parties involved in projects, are fully considered and accounted for throughout the planning and delivery of each service activity.

To be successful you will have
- Recognised qualification in relevant engineering discipline or significant experience in the delivery of Civil Engineering projects and portfolios
- Proven portfolio and project management experience - (related qualifications (e.g. MSP, APM Prince2) is desirable
- Up to date knowledge and understanding of CDM Health & Safety regulations
- Knowledge of Highways and Structures construction and maintenance practices
- Supplier and/or contract management
- Experience of customer and stakeholder consultation and engagement
- People management (desirable)
