Head of Procurement

**About The Role**:
We have a rare and exciting opportunity, for a Head of Procurement to join the team and lead our Procurement and Fleet functions.
As the Head of Procurement, you will be responsible for the procurement, supply chain and fleet activities, developing and implementing the procurement strategy and purchasing policies, ensuring alignment to the overall corporate objectives across an annual spend of £80m and collaborative engagement with business stakeholders.
You will create a clear and well-articulated procurement strategy and will be responsible for engaging with stakeholders across the business. Creating a high performing team of procurement professionals which lead sourcing, compliance, fleet and supply chain requirements and are focused on leveraging spend to maximise value for money. Additionally, social responsibilities in respect of the environment, social value and transparency are other key outcomes for the procurement team.
**The key short-term priorities are**:
- Establish a new procurement structure and strategy.
- Develop collaborative and engaging relationships with key stakeholders across the organisation.
- Create a high-performance team culture within the Procurement function.
- Optimise spend to deliver value for money in a compliant and efficient manner.
This role is being offered on a full time, permanent basis. You can be based in any of our 3 main offices; Tolvaddon, Exeter or Weston, with a flexible hybrid working style as an option.
To be considered for the role of Head of Procurement, you will be / have:
- Positive attitude and self-motivated, with effective organisational skills.
- Significant and demonstrable knowledge and experience of:
- Public Procurement through tenders and frameworks
- UK procurement legislation
- negotiating contracts for goods and services
- assessing pre-qualification and tender submission documents and managing supplier meetings
- writing tenders and reports, and to monitor, review and evaluate contracts
- Strong all-round business and commercial acumen and able to deliver results under pressure.
- Highly numerate with strong analytical skills to articulate information to varied audiences in both written and verbal presentation.
- Able to prioritise and empower individuals within the team to build their capability and decision making.
- First class influencing skills and a team player with a strong focus on customer service, results and delivery.
- Excellent interpersonal, listening and written communication skills. Ability to work co-operatively and strategically in a team environment and able to influence business decisions at all levels of seniority.
**Qualifications**
- Procurement qualifications (MCIP)
- Business or Finance qualification to recognised degree or higher level. (Desired)
In addition, will have the following characteristics:
- Significant experience of commercial procurement.
- Must have held a senior procurement leadership role.Experience in facilities management, property maintenance or housing relating activities would be beneficial.
- Experience of leading and building a procurement function/team and managing procurement and project teams.
- Demonstrable experience of leading and managing procurement cost and process optimisation programmes and achieving procurement financial savings targets.
- Proven ability to lead and drive procurement change in a challenging and fast-moving business environment.
- Excellent commercial instincts and business knowledge with high levels of attention to detail.
