About the role
Reporting to the Group COO and sitting as a member of the COO Senior Leadership Team, this is a group wide role and is accountable for developing and aligning the group procurement strategy to the company goals and agenda. Accountable for driving a significant, multi-year change agenda to deliver best in class procurement services that will benefit the entire organisation.
What you’ll be doing
- The role leads the organisations procurement department (a team of 12-15 individuals) and oversees the acquisition of goods and services made by the organisation, as well as defining the policies and processes that support these acquisitions.
- The ability to also drive cost savings and efficiencies, working closely with key business stakeholders across the organisation is an integral part of the role. Develop, own and drive a procurement strategy that aligns with business needs, delivering significant value to the firm and our clients.
- Full responsibility to lead and direct the procurement function of the company, building a Centre of Excellence for the organisation.
- Recruit, develop, and retain top talent throughout the procurement function. Invest and provide access to improved training, resources and systems.
- Build a strong talent pipeline for all critical succession positions across procurement.
- Drive stakeholder engagement and alignment to the strategy, while establishing senior functional credibility with internal and external stakeholders, providing strategic thought leadership to the business.
- Ensuring compliance with regulatory environment, in particular those which are deemed ‘Critical / Important’ and Material Outsources.
- Streamlining the vendor onboarding and management processes to strike the correct balance between speed and governance
- Assess the current and future Vendor supplier base to ensure meets HL’s requirements for speed, quality, cost and risk. Specifically driving significant cost savings and efficiencies.
- Ensuring excellence in delivery of procurement initiatives and supplier performance.
- Ensure internal customer satisfaction with the performance of the procurement team, securing alignment with business needs, creating consistent, cascading metrics and tracking of KPIs.
- Build/develop/manage a supplier network that becomes a clear competitive advantage for the company by successfully driving productivity, speed, quality and innovation through every step of the supply chain
- Coordinate effectively with other relevant business functions (quality, risk, management, legal etc.) to ensure that all current and new suppliers meet the requirements and expectations of the company, its regulators, and its clients in every aspect of their business activity.

About you
To succeed as Chief Procurement Officer you will have:
- Progressive track record in leading procurement organisations which are recognised as best in class, demonstrating Enterprise wide leadership.
- Has successfully led the transformation of a procurement function
- Managed a procurement organisation with an international supplier panel and sophisticated SRM processes
- Track record of building long-term strategic partnerships to secure sourcing and manage future costs in the most predictable and efficient manner.
- Experience and good understanding of the regulatory environment within Financial Services and how that relates to Third Party Risk Management.
- Strong ability to effectively communicate and collaborate with senior level executives, the Board of Directors, outside consultants, and vendors.
- Relevant qualification or membership from Industry body, such as Chartered Institute of Procurement and Supply
