**JOB DESCRIPTION**

**Job Title: Market Superintendent**

**Hours of Work: 30 hours a week spread mainly over the market days of Tuesday, Thursday and Saturday, including early morning start.**

**Plus additional hours during periods of annual and unplanned leave by Council staff and if special a markets are arranged.**

**Responsible to: Town Clerk**

**Salary: LC2 (lower substantive Range, SCP 18 - 23)**

**£25,419 FTE: £13.21 ph to £28,226 FTE: £14.67 ph (pay award pending 22/23)**

**Responsible for: The Operational Management and Administration of Honiton Street Market and for carrying out routine maintenance.**
Job Purpose **Responsibility for the management and operation of Honiton Street Market in accordance with the Council’s Market Rules, Financial Regulations and other related policies.**
- To carry out general maintenance.

Key Activities **To manage the day-to-day operation of Honiton Street Market in accordance with the Market Rules and to ensure the safety of traders, their customers and the public, including preparation of and agreeing Risk Assessments. ** To maintain control over and take actions to meet the street market budget as agreed annually by the Council and to liaise with the Town Clerk over potential variances.

- To research opportunities to improve and enhance the market. To develop opportunities as agreed by any Committee to fully use the three days of street market available under the Town Charter.
- To exercise control over stall holders as to type, size and position of stall and to ensure that the market is conducted in an orderly manner.
- To liaise with the Police, Devon County Highways, Streetscene and other partners to ensure there are no health & safety risks, obstruction arising from the placing of market stalls to motor traffic or pedestrians and all in accordance with the Market Charter and market rules.
- To collect and maintain trader information, trader registration, insurance information, parking and collect market tolls and all other payments due from market traders and reconcile and deposit (bank) all income received in accordance with the procedures agreed by the Council.
- To ensure that rubbish generated by the market is appropriately disposed of in accordance with procedures agreed by the Council.
- To undertake all administration duties connected with the market.
- Be a calming influence should there be any dispute between traders or public. To report any altercations in writing to officers of the council.
- To attend meetings of Committees and produce reports as required.
- To contribute to Town Clerk’s reports for the Council and partners.
- To attend meetings with partners as required relating to the market.
- To comply with the Council’s Governance and Policies.
- To undertake necessary training as identified by the Town Clerk from time to time.
- To carry out routine maintenance work as directed by the town development manager.
- To liaise where appropriate and when directed by the town clerk with outside contractors carrying out work on behalf of the council.
- Carry out any other relevant activities, commensurate with the post, in negotiation with the Town Clerk.

Person SpecificationThe post holder should be organised and able to deal with Councillors and the public in a professional manner. They should be a good team player and work closely with Council staff with Members of Town Council. Desirable specific skills include;
- Good basic education; GCSE in English and Maths or equivalent.
- Evidence of practical experience relative to the job.
- A strong commitment to customer care. Makes every effort to meet the needs and to exceed the expectations of customers
- Ability to remain calm under pressure and when responding to the demands of “difficult” circumstances.
- Accepts responsibility for their own work activities, behaviour and personal development
- Communicates honestly, openly and clearly.
- Ability to work alone as well as part of a team.
- Ability to maintain accurate records; good filing skills.
- Ability to handle cash transactions. Financial management skills and experience.
- Pleasant and helpful manner to enhance the image of both the Street Market and the Council
- An understanding of business methods and commercial practice
- An understanding of current issues in local government
