Framework Manager

This position has a pivotol role for the organisation, focusing on the retrofit and renewables procurement activity which is growing rapidly.
JOB PURPOSE
Providing an excellent service through the efficient management of framework processes and by appointing contractors/ suppliers to improvement of maintenance contracts. You will also support members, contractors, and suppliers; training and coaching them inthe use of the web-based systems used in the management of procurement processes and transacting supplies and works on contracts awarded via frameworks.
KEY RESPONSIBILITIES & ACCOUNTABILITIES Procurement Management
- Facilitating procurements/call offs from supplies and works frameworks in line with the EU Procurement Directives, Public Contract Regulations, and Framework Conditions.
- Working closely with members to develop tender documentation, evaluation processes, and contract drafts to provide an excellent service that maximises efficiency and social value.
- Developing excellent working relationships with framework suppliers and contractors to provide competitive and value adding offers through the procurement process.

Systems Training and Coaching
- Acting as the champion for training and coaching members, suppliers and contractors in the use of the smart web-based systems which are used in the management of procurement processes and transacting supplies/works on contracts awarded via frameworks.
- Working closely with members to develop their capacity to use web-based systems and coach them in order to maximise both their user experience and benefit.

Framework Management
- Supporting the Principal Framework Manager in the maintenance of framework management data including demand pipeline, cost databases and performance data.
- Supporting the Principal Framework Manager in hosting Framework Management events to ensure high levels of communication with framework suppliers and contractors.

**YOUR TIME WILL INVOLVE...**
- Preparing expressions of interest and invitations to tender for mini competitions from frameworks.
- Developing scheme cost models, benchmarking data, and selection models for direct selections from frameworks.
- Evaluating tenders, direct selection models, and material supply information to advise members upon the optimum selection proposals.
- Liaising closely with Category Management/Systems Support colleagues.
- Arranging and attending scheme kick-start meetings with members, suppliers, and contractors, providing contract advice as required.
- Ensuring compliance and governance is maintained through effective supplier and stakeholder management arrangements.
- Using web-based systems in the management of mini competition processes and to set up schemes for transacting supplies and works.
- Maintaining catalogue data for web-based systems use and preparing web-based system reports for the Principal Framework Manager and other colleagues.
- Interpreting member training and coaching needs on a best-fit basis.
- Arranging and leading training/coaching sessions with members, suppliers, and contractors to effectively use web-based systems for transacting schemes.
- Resolving systems issues and queries with members, suppliers, and contractors in close liaison with the web-based systems helpdesk.
- Arranging and participating in Framework Management Events.

KEY SKILLS AND QUALITIES
- Construction qualification, or 6+ years relevant experience.
- Excellent analytical, numerical and IT skills.
- Good knowledge of the Public Contracts Regulations and EU Procurement Directives.
- Good project management and decision making skills.
- Strong commercial acumen.
- Strong Communication and influencing skills with a good customer focus.
