Our client delivers a range of Primary Care services across a 24/7 period including daytime General Practice, GP OOHs, Extended Access, Primary Care Streaming and Asylum services. These services are delivered across a geographical area covering 7 CCGs and delivering healthcare to approximately 1.3m patients.

As Head of Service you will be responsible for providing senior operational leadership for the Sefton area. You will be responsible for overseeing day-to-day service delivery within your area by your designated team of clinical and non-clinical staff.

Accountability will include oversight of safe and effective staff rostering across your service area, managing your allocated financial budget, complying with contractual requirements and managing your people. You will be responsible for maintaining relationships with key stakeholders such as local commissioners and service delivery partners.

You will have access to internal business partners to support service provision, you will be expected to exercise a level of autonomy in delivery of your objectives.

**Key Responsibilities**

**Service Delivery**
- To work closely with responsible managers to ensure the day to day efficient and effective operational management of services
- Embed and monitor the achievement of the organization’s objectives and business plan to lead on the delivery of safe, caring and effective services
- Lead on professional and specialist knowledge of the services and the requirements of delivery
- Contribute to decisions regarding service delivery through participation at meetings with both internal and external stakeholders
- Maintain a high level of understanding of all service contracts and service specifications
- Monitor performance exceptions and ensure areas of under-performance are actively managed and escalated as required
- Manage the financial budget performance to ensure it achieves the agreed financial targets and take corrective action as appropriate
- Ensure all key operating protocols and procedures are available and routinely adhered to
- Ensure effective training and audit programmes are in place for all staff delivering services
- Produce monthly performance reports to the required timetable ensuring internal and external deadlines are met and data quality is maintained
- Contribute to the composition and delivery of reports to external commissioning meetings and internal meetings as required.

**People Management and Development**
- Provide and develop a working environment and open culture which fosters high morale and commitment amongst all staff and promotes their well-being and personal development.
- Ensure all key HR policies, such as absence management, are implemented by all managers
- Provide direct line management to all managers who over-see staff groups, ensuring appraisals occur and objectives are set and delivered in line with service requirements
- Ensure personal development plans are in place following appraisal for all personnel and that training and development opportunities are made available
- Ensure a fit for purpose management structure is maintained
- Have agreed delegated responsibility for decision making in the absence of the Deputy Director of Service Delivery
- Work with the Human Resources team to ensure safe working practices are maintained with all managers and staff
- Ensure robust workforce plans are in place, including talent management interventions to ensure the right people are in the right role

**Governance and Risk**
- Ensure the implementation of key clinical governance standards inclusive of CQC compliance and risk management arrangements within all services
- CQC Registered Manager for regulated services within the Sefton portfolio
- Responsible for ensuring services are CQC compliant at all times
- Support in the management of all contractual obligations, terms and standards in the delivery of all services
- To ensure appropriate responses are developed and action plans are in place in regard to themes, trends, complaints or incidents captured through risk management processes

**Service Development**
- Embed a mind-set of continuous improvement in all services
- Undertake and support organisational change to services as required
- Develop and maintain own networks, within and across organizations, to share learning and ideas
- Participate in the out of hours on call rota
- Lead on allocated work-streams supporting organisation-wide projects
- Work with the other Heads of Service to deliver effective organisational solutions
- Undertake any other duties at the request of the Deputy/Director of Service Delivery
- Support the development and delivery of business plans, focusing on growth and increased operational efficiency

**Salary**: £49,000.00 per year
