**Introduction**
The HR team supports the delivery of the Client Strategy through a Business Partner model including a range of operational and specialist teams covering Learning &OD, Resourcing, HR Shared Services (Workforce Information, Payroll and Pensions), HR Advice and Policy (including individual casework and Health & Wellbeing), Reward and Employee Engagement, enabling the Client’s commitment to a skilled, diverse and united workforce.
**Skills and Experience**
- Specialist technical knowledge of payroll legislation. Able to utilise own research and identify service efficiencies
- Detailed experience of managing and developing a full payroll service including experience of using a complex HR and Payroll System.
- Experience of providing technical payroll advice and guidance at a high level including legal implications affecting the payroll function and the development of HR policies.
- Detailed experience of providing leadership skills including direct line management and development of staff. Act as a positive role model and promote our culture, maintaining principles of equality, diversity and inclusion at all times.
- To demonstrate understanding of the complexities of service delivery in relation to organizational culture and constraints including the ability to influence and support change management programmes.
- To demonstrate active organisational skills including directing the work of a complex payroll function
**Responsibilities**
- To provide leadership and direction in maintaining and developing a full in-house payroll service including the implementation and development of the payroll function for the new HR and Payroll System (iTrent)
- To have oversight of the work of the Deputy EPPS Manager who will be managing the operational aspects of the service.
- To actively lead on the provision of payroll services for historical external clients where appropriate.
- To actively ensure the payroll service meets all legislative and audit requirements including GDPR and safeguarding against any fines or penalties.
- Working with the Head of HR Systems, to lead on the digital and data strategy for Payroll and Pensions Services to ensure the functions continue to evolve and develop to meet the changing needs of the organisation and remain fit for purpose. To identify and drive service improvements to ensure employee records and payments remain accurate, up to date and paid in a timely manner.
- To provide leadership and guidance for the Teams including the provision of direct line management. To actively lead on the training and development of Team members ensuring skills and knowledge are kept up to date and relevant for the Service.
- To actively keep abreast of payroll and HR policy changes, and lead on the provision of technical payroll advice and guidance at a strategic level, influencing the effect or impact for HR Services.
- Identify appropriate payroll system requirements and needs by working directly with a range of key stakeholders and other key functions.
- To lead on the relationship with system suppliers and to actively negotiate costs for services provided.
- To lead on contract management for external services including liaising with Business Account Managers
- To be responsible for ensuring that all employees are paid accurately and on time.
- To lead on the plan overseeing the execution of the tax year-end process, including submission of relevant forms and returns to HMRC.
- To provide high level advice and guidance to the wider HR teams and other stakeholders on PAYE, NI, SMP, SSP, Pension related matters ensuring regulatory and statutory compliance across parliament.
- To lead on the monthly reconciliations of payroll data ensuring funds balance in line with financial expectations and have oversight of the pensions reconciliation process carried out by Pensions Services.
- Work collaboratively with HR Teams on the development of policies and processes affecting payroll and pensions, such as sickness, redundancy and overpayment deductions.
- To be responsible for all payroll deductions and liabilities (incl. PAYE, NI, court orders etc.). Ensuring these are made and paid over when due and loan balances are reconciled, working with the Finance Team ensuring all payroll accounts are signed off each month to ensure accountability.
