**Job summary**:
The Health and Safety Executive (HSE) is establishing the new Building Safety Regulator (BSR) with the intention of keeping high-rise buildings safe and enable people to feel safe in their homes. Working with residents and industry to make sure everybody has a voice, BSR will oversee changes to the safety and performance of all buildings and raise industry professional standards year on year.
BSR will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past. Over the coming years, as the powers of BSR increase, we will continue to build our team, creating opportunities for both technical specialists and non-specialists.

As a Regulatory Lead you will lead and manage multiple, concurrent Multi-Disciplinary Teams (MDTs) within the Higher Risk Buildings (HRB) In Occupation function with the responsibility for the provision and delivery of regulatory compliance.

**Job description**:
As part of your role you will:
- Manage and monitor the performance of multiple Multi-Disciplinary Teams ensuring delivery meets policy and performance standards and active engagement in the processes, timeliness and quality of their inputs and outputs.
- Ensure the risk of building safety (fire spread and structural failure) is identified and reasonable steps are in place to ensure risk is managed.
- Continuously assess the resident engagement strategy to ensure that residents are central to decision making.
- Provide readily understood building safety and associated legislation advice to a range of stakeholders, on all matters related to structural/fire safety and BSR service.
- Provide time management of the Building Assessment Certification assessment process, agreeing an appropriate and achievable time extension from the duty holder as soon as the need for it is identified.
- Develop, monitor and manage the inspection schedule, performing onsite inspections and engagement with residents and other partner regulators as required.
- Assess and analyse the safety case report and Mandatory Occurrence Reporting (MOR), taking necessary action where required.
**Person specification**:
**Essential Criteria**
- Understanding of building safety and associated legislation, on all matters related to structural/fire safety and BSR services.
- Knowledge of the management of risk and experience of safety management systems.
- Ability to write clear and evidence based reports for a range of stakeholders including legal proceedings.
- Have a commitment to on-going professional development by ensuring that CPD records are kept up to date.
- Ability to engage and communicate effectively with a wide range of stakeholders.
- Communication and interpersonal skills, with a customer service and quality focused mindset, and the ability to communicate with tact, diplomacy and sensitivity in delivering difficult messages to members of the public.
- Experience of enforcement work and court proceedings.
**Desirable criteria**
- Knowledge of fire safety and fire spread.
- Knowledge and understanding of best practice and new innovations and developments in the industry.
- Experience of working with a permissioning regime e.g. COMAH or Asbestos Licencing.
**Qualifications**:
- A level 6 qualification or equivalent experience in either of the following: regulatory, facilities or building management or health and safety.**Behaviours**:
