About the Home Office

The Home Office covers three systems: Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services forthe public. These are difficult areas that can rapidly change in the global environment we work in - this makes us one of the most exciting and stimulating government departments in which to work.
About the role
The Business Case Lead role will be a remote role, but you may be expected to attend the London Office Occasionally.
The purpose for this piece of work is to plan, develop and deliver a robust Business Case that conforms to the agreed Home Office standard (5 case model) and HM Treasury guidelines. It must be robust and justify the expenditure required, as well as demonstratevalue for money to enable successful transition through governance. As a Business Case Lead you will assume full ownership of the piece, taking it through to the approvals process. You will provide clear and regular progress updates to the Programme DeliverLead.
As a Business Case Lead your main responsibilities would be:
Identify, develop and embed best practice in Business Case writing.
Provide hands-on support to project teams in the production of Business Cases including drafting, editing and staffing.
Develop a single view of all Business Cases anticipated and in production that can be effectively reported at project, programme and board level. Produce an overarching Business Case development strategy and Business Case submission timetable.
Work with project teams to ensure robust and credible Business Cases are produced in accordance with the Business Case submission timetable. Ensure compliance with the Business Case development strategy.
Work with the Quality Manager and other functional experts. Conduct master classes in Business Case production and develop an up-skilling strategy for the improvement of Business Cases produced.
Deliverables
- Write a concise business case which conforms to the agreed Home Office standard, 5 Case model and HM Treasury Green Book guidelines.
- Use lessons learned from similar projects to inform business case preparation, seeking out and acting upon stakeholder input into the rationale behind preferred options, as well as responding to emerging issues to ensure required amendments are actioned tolead to agreement
- Identify and assess risks to the delivery of the Business Case, mitigating them where appropriate and communicate them appropriately
- Ensure that preliminary quality reviews are conducted so a Business Case is ready for constructive challenge and provide timely turnaround of comments
- Present the Business Case at the relevant governance boards and support team where necessary
Skills and Experience - Essential and desirable
Experience drafting Business Cases
Understanding of 5 Case Model
Experience supporting Business Cases through assurance and governance
Experience within complex technical projects
Strong stakeholder engagement skills
Public Sector experience would be desirable
HM Treasury Green Book experience would be desirable
Knowledge of Law Enforcement would be desirable
Any successful applicant will be required to pass SC Clearance before starting with the Home Office. Please be aware that this role can only be worked within the UK and not Overseas.
