The NHS is one of the best healthcare systems in the world, but it is under extreme pressure to meet the demands of a growing, ageing population, and more people with complex and long-term conditions than ever before.

In Leicester, Leicestershire and Rutland (LLR) a new NHS organisation has been created for planning and delivering health and care for our population of 1.1m people, which will be the Integrated Care Board (ICB), this gives us the opportunity to build upon improvements already made and existing collaboration to do more to address long standing health inequalities that continue to exist across our system.

The ICB is committed to the transformation of our care using digital technologies to enhance experience and outcomes. As part of this commitment there are a significant number of digital transformations that positively impact all of the health and care partners creating capacity to support health and care partners in the up-front analysis, strategy development and management of the digital aspects of the transformation programme of work.

LLR ICB is required to develop a ‘cross-system intelligence function’, as described in NHSE/I’s Integrating Care, the Integrated Care System (ICS) Design Framework. These are intended to be system-wide and multi-disciplinary collaborations of intelligence professionals (including data analysts, data scientists and qualitative researchers), with representation from analytical leaders and key teams. Intelligence Functions will support a breadth of Strategic, Clinical and Operational decisions at ICS level.

This role at a strategic level is a new post created to undertake this work in LLR and will have responsibility for:
- Establishing and lead a Strategic Analytics team as part of our ICS Intelligence Function.
- Strategically leading ICS partner data management, business intelligence, platform and storage, data quality, data analytics, real time data insights. population health management and data quality within LLR.
- Building a virtual network of support and community between ICS partners in this domain.
- To lead on data governance, both for data sharing, population health management, and research.
- To foster a culture of data led decision making within the ICB.
- Supporting digital transformation programmes to ensure predicted outcomes are modelled robustly.

Ideally you will have an existing track record of working in data analytics, BI and storage platforms, working within an NHS environment and demonstrable track record of partnership working across multiple organisations delivering upon objectives.

**Key responsibilities will include**:

- To lead on data governance, both for data sharing, population health

- The postholder will be responsible for supporting digital transformation

programmes to ensure predicted outcomes are modelled robustly.

Planning & Organising
- To create long term strategic plans for how data is captured, stored, analysedand interpreted across the LLR community.

To identify opportunities for digital transformation to support delivery of
organisations digital strategy.
- To engage a wide range of stakeholders in understanding how data could

support quality and performance improvement. This would include staff,
patients and stakeholder partners. Where relevant to develop business cases for implementation.
- To identify best practice and learning from other organisations within and outside of the NHS with a view to implementing locally.
- To develop a programme of data driven insights to support the delivery of real time health and care services.
- To create and through governance ensure the adoption of policy, planning and development of services; engaging with national networks as might be appropriate.
- To develop and implement strategies for improving data quality across LLR.
- To establish a proactive and supportive relationship with IG and Research colleagues and ensuring compliance with data protection regulations.
- Keep patient interest at the centre of all activities and involve patients and public in policy development where appropriate.
- Be accountable for developing and delivering strategy, promoting innovation and supporting operational excellence in the Sector.
- Manage, undertake and be accountable for the delivery of a number of

complex business projects at any one time, within budget and in line with
national strategy.

benefits realisation management. Quality assurance and progress of
deliverables to stakeholders that often require adjustments specifically in
