**Summary**:
The Joint Maritime Security Centre (JMSC) is the UK government’s centre of excellence for maritime security. Its mission is to increase awareness and understanding of maritime security threats and enable cross-government coordination to deliver a whole-system response to mitigate them.
The Head of JMSC formally reports to the Border Force Chief Operating Officer, but due to the multi-agency remit of the role, is equally accountable to senior stakeholders in Department for Transport, Ministry of Defence and the wider Home Office for delivery. The Head of JMSC will need to work to represent and promote the goals of all agencies in effective delivery delivering awareness and understanding of maritime security threats and enable cross-government coordination to deliver a whole-system response to mitigate them.
The Head of JMSC will head up a multi-agency team with senior leadership drawn from the Royal Navy, Ministry of Defence, Border Force and the Marine Management Organisation, they will command a c£23m budget and a national team of over 100 staff.
In order to ensure effective operations, the Head of JMSC will also be required to regularly engage and operate with support of key stakeholders from the Counter Terrorism Police, the Department for Transport, the Foreign, Commonwealth and Development Office, the Home Office, HM Coastguard, HM Revenue and Customs, and the National Crime Agency, Royal Navy, the Marine Management Organisation, and Marine Scotland.
**Job description**:
**The Head of the Joint Maritime Security Centre will be accountable for**:
- The post-holder will be responsible for developing a strategic catalogue and framework of capability and deployment of UK maritime assets and expertise and will work to support the implementation of the government’s long term maritime security strategy. This will require careful negotiation with the relevant asset owners to broker terms and conditions under which assets may be made available for JMSC supported operations. These may be within the framework of a MACA if necessary.
- Working with partners, the Head of JMSC will own the wider Maritime Domain Awareness picture to ensure that operations are intelligence and/or information led. Specifically, the Head of JMSC will ensure that JMSC partner agencies are sufficiently supported to identify, prioritise, agree, and plan operations with a view to maintaining security, safety and rule of law in the UK EEZ. The Head of JMSC will develop strong working relationships with asset operators to facilitate timely interventions in, or monitoring of, evolving incidents or situations. There are a number of organisations with a vested interest in maritime security and the Head of JMSC will be responsible for balancing priorities, agreed by ministers across departments, between competing search and rescue, maritime, military and security organisations.
- to liaise with international partners with a view to providing mutual assistance in maintaining the rule of law as set out in international legislation and any relevant bilateral agreements, and also for sharing best practice.
- to build and further develop the JMSC’s capabilities, by refining the systems, structures and governance that enables the JMSC to be a sustainable and valuable contribution to maritime security. The Head of JMSC will be expected to continue managing the organisation’s journey towards long-term sustainability, manage transformational change to successfully deliver complex outputs to meet Ministerial and stakeholder requirements. The Head of JMSC will lead an ongoing review mechanism for all JMSC activities and ensure that lessons learned are disseminated and fed into future planning, as appropriate. To build resilience, the Head of JMSC will enable the JMSC to identify, plan, arrange, coordinate, and assure cross-government training exercises. These exercises should cover the full range of maritime security operations supported by the JMSC.
- to ensure that JMSC objectives are delivered in the most cost-effective way and that expenditure is managed to remain within budget limits.
- to be accountable to the JMSC Joint Governance Board (JGB) on a routine basis for the JMSC’s strategy, spending, and operations. The JGB consists of senior stakeholders from the organisation’s sponsor departments. The Head of JMSC will also attend the National Maritime Security Committee (Officials) and report on JMSC activities for the associated Working Groups and on the outcomes of the JGB.
