- The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.
- IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

- The IBCA’s primary objective is to pay and support people who are eligible for compensation accurately, accessibly, securely and speedily.
- **You will be responsible for**:

- Operating checking arrangements that will ensure that operational guidance and instructions are being followed in full and that payments are therefore made accurately;
- Working with operational colleagues to assess any potentially fraudulent attacks being made against the scheme - or patterns of suspicious behaviour - which might require an escalated intervention;
- Dealing with any wider whistleblowing cases where allegations of fraudulent claims are made from external sources;
- Responding to fraud referrals.

** All Enhanced Review Team members will be expected to;**- Complete initial Claim Manager training and maintain currency through relevant CPD;
- Act in the Claim Manager capacity as demand dictates.** Person specification**:

- _ Essential criteria_- Current or very recent experience of managing quality checking arrangements in large operations;
- Current or very recent counter-fraud experience;
- Experience of identifying suspicious patterns of behaviour which might indicate potential fraud;
- Proven ability to lead robust conversations to assess potential fraud;
- Experience of identifying and implementing improvement opportunities through close engagement with operational colleagues;
- The ability to coach and upskill colleagues**.**- ** Additional information**:

- For the first 8 weeks there will be a requirement for you to be based on site full time for training and consolidation. Following this, you will be expected to work from the office 80% of the time, flexible working available.
